Building Department
Under general direction of the Chief Building Official, the purpose of the position is to assist in the administration and operation of the Building Division including planning, organization, mentoring, training, education, and overall development of staff. Additionally, evaluation, development, implementation, and enhancements of operating standards ensuring efficient delivery of services to stakeholders and the citizens of Palm Coast is a primary function. Employees in this position function in a supervisory capacity and are responsible for supervision of the Senior Plans Examiner and Chief Building Inspector. Objectives include ensuring Division staff has the knowledge, skills, and abilities to perform highly accurate and efficient work in their respective positions and the Division conducts its business in an ethical manner and in compliance with Florida Statutes and Administrative Codes providing for the health, safety, and welfare of the citizens of the City of Palm Coast. Other primary duties include the development and management of a robust internship program. Employees work with self-initiative and independence with guidance from the Chief Building Official and Chief Development Officer on matters involving complex permitting, plans examining and inspection matters. Building Department
Under general direction, the purpose of the position is to perform inspections in building, electrical, plumbing, and mechanical disciplines to ensure construction complies with the Florida building codes and approved plans. Responsible for planning, prioritizing, supervising, and monitors the work and performance of building inspection staff. Additional duties include mentoring, training, and developing building inspection staff through regular interactions and providing guidance through formal internship programs and exam preparation. Employees in this classification are responsible for inspection of buildings and structures for compliance with the Florida Building Codes and construction plans approved by the Building Services Division. The objective of this position is to evaluate all aspects of construction work for compliance with State codes and local code amendments to ensure the health, safety, and welfare of the general public. Must possess a High School Diploma or GED. Requires (5) five years of building inspection experience and (3) three years of supervisory experience of construction tradesman or building inspectors; or an equivalent combination of certifications, skills, education, training, and supervisory experience will be considered. A valid Florida Driver's License is required.
Community Development Department
City of Palm Coast, Economic Development division is seeking a highly technical professional to coordinate the City's efforts toward improving the local economy. They will perform complex, professional-level assignments in economic development, including business recruitment, job development, and business retention strategies. Conduct research and analyze matters of economic health, real estate trends, and commercial and industrial development. Assist in developing City policies that affect the local economy and implement and monitor programs that encourage economic growth in the City of Palm Coast. Must possess a Bachelor's Degree in Business Administration, Public Administration, or related field; supplemented by three (3) years progressively responsible professional experience in project management within a similar public organization; or an equivalent combination of education, training, and experience.
Finance Department
Under general direction from the Chief Accountant, the purpose of the job is to perform moderately complex accounting work according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this job classification function at journey professional level to accomplish assigned functions according to established schedules, calendars, projects, and programs of the department. Work includes researching and collecting data, preparing clear and concise financial reports, and monitoring expenditures and revenues of assigned divisions and/or departments. Performs related work as directed. Must possess a Bachelor's Degree in Accounting with a minimum of two years responsible experience in the field. Local government experience preferred.
Parks & Recreation Department
Under general supervision of the tennis professional, the purpose of the position is to provide Tennis instruction at the City's public Tennis facilities. Responsible for assigned tennis activities that may include: Tennis instruction, tennis instruction for youth programs, social activities, intra-club leagues, GVTL teams and special events. High School Diploma or GED; supplemented by one (1) year instruction experience, and a demonstrated ability to perform the administrative support and coordinating requirements of the position; or an equivalent combination of education, training, and experience. Must be able to obtain CPR, First Aid, AED upon hire, Program and Lesson Certifications. USPTA or PTR Certification Preferred.
Public Works Department
Our Public Works Department is currently seeking a Maintenance Worker, EO1, or EO2 to join their team! Daily work activities include, mowing, weeding, landscaping and removal of trash and debris. Staff can expect to be exposed to inclement weather, hazardous wildlife, and difficult environmental conditions on a regular basis.
Maintenance Worker - Must possess a minimum of two (2) years responsible experience in grounds keeping and or general maintenance.
Equipment Operator 1 - Must possess (11) months experience and operates light to heavy equipment and the ability to perform labor intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs. Must possess a Class "B" CDL license.
Equipment Operator 11 - Must possess three (3) years of light and heavy equipment operating experience including but not limited to operation of backhoe, front-end loader, excavator, skid steer, gradall, etc. Must have the ability to perform labor-intensive work within difficult environmental conditions to include frequent lifting, pulling, and pushing of 50 lbs.
All positions require a High School Diploma or GED and a valid Florida Driver's license. Prefers candidates with verifiable experience in mowing and landscaping and working with prison inmate crews.
Stormwater Department
This position will join the Stormwater Maintenance division as a member of a swale, ditch, or pipe maintenance crew. Depending on level of experience, candidates may be hired as MW, E01 or E02. All positions perform work related duties to include the installation, maintenance, and repair of the city stormwater system.
Maintenance Worker - Must possess a minimum of (2) years experience in grounds keeping and/or general maintenance.

City of Palm Coast Stormwater Department is seeking temporary workers to help maintain the city stormwater system. Daily work activities will include manual labor and equipment operation directed towards swale, pipe, ditch, and canal maintenance projects. Staff can expect to be exposed to inclement weather, hazardous wildlife, and difficult environmental conditions on a regular basis. Preferred candidates will possess verifiable experience in general maintenance work and heavy equipment operation. Possession of a current Class A or Class B CDL is a definite plus. Duration of assignment is variable but carries the potential of becoming employed full-time in the future as openings arise. All positions require a High School Diploma or GED.

Stormwater & Engineering Department
Under general supervision, the purpose of the position is to perform technical and professional work to capture, track, manage and update asset information for the Stormwater & Engineering Department through the design, development, and maintenance of Geographic Information System (GIS) information including graphics and mapping applications. The employee is responsible for developing and implementing an array of desktop and mobile GIS applications to support Department wide efforts. Including asset inventories, asset record maintenance, fieldwork management and tracking using ESRI ArcGIS Enterprise and ArcGIS Online. This position requires working knowledge of ESRI products to create web and mobile applications. Desktop applications are created in ArcPro. Activities will include field asset data collection, data input, and analysis including continuous review of to assure accuracy. Bachelor's Degree in Geography, Computer Science, Planning, Engineering, Surveying, Environmental science, or related field; supplemented by one (1) year progressively responsible experience in GIS products; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver's License.
Under supervision, the purpose of the position is to provide technical support to engineering staff, assisting in engineering analysis, information collection and archiving, coordination with other departments and agencies, review of plans and technical materials, preparation of exhibits and maps and minor duties associated with project and construction administration. The employee is expected to exercise considerable judgment and initiative in the performance of job duties. Must possess an Associates of Science Degree with major coursework in Civil Engineering Technology or related field, or equivalent vocational certification with major coursework in Engineering or Engineering Technology; supplemented by four (4) years responsible experience in engineering, construction, and/or surveying work. Preferred applicant experience in; municipal utilities, GIS, AutoCAD Civil 3D, Microsoft Excel and Word, software for modeling hydraulics of collection and transmission piping networks and pump stations. Must possess and maintain a Florida Driver's License.
Utility Department
Under executive direction, the purpose of the position is to manage, review, including processing and approval of utility development plans and permits for water/wastewater service in new subdivisions and developments. Employee in this classification functions in a senior professional capacity and is responsible for researching and analyzing code compliance issues and complaints of residential, commercial, and industrial utility development throughout the City. Objective is to ensure accurate and efficient assistance to the commercial customers and business community while enforcing compliance with all City, State and Federal laws and regulations applicable to the work to ensure the safety, health, and general welfare of the general public. Employee manages and coordinates the utility capital plan with internal utility department staff along with the assigned project staff in the engineering and capital project division of the Engineering and Stormwater Department. Must possess a Bachelor's degree with major coursework in Business, Engineering, or related field; supplemented by five (5) to seven (7) years progressively responsible experience in utility development within a similar government organization, to include three (3) to four (4) years within a supervisory capacity; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Driver's License.
Utility - (Wastewater Collection & Water Distribution) Department
Our Utility Department, Wastewater Collection and Water Distribution division is seeking a Utility System Technician 1 or 2 to join their team! Depending on level of experience candidates may be hired as UST 1 or UST 2. Under supervision, the purpose of the position is to perform a wide range of routine labor-intensive work in the installation, maintenance and repair of city water and sewer systems.
Utility System Technician 1
Employees in this classification function at entry level. Routine tasks are performed with some independence, and more difficult work is performed under direct supervision. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the City. Must have one (1) year experience in public utilities or other large-scale commercial plumbing systems, and be able to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. General construction experience may be considered.
Utility Systems Technician 2
Employees in this classification function at journey level, and are accountable for operating, maintaining, and performing minor repairs on utility vehicles and equipment. Position is distinguished from that of the Utility Systems Technician I, by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience. Objective is to maintain utility systems and facilitate safe and efficient transporting of water/wastewater throughout the city. Must have (2) years' experience in public utilities or other large scale commercial plumbing systems, basic electrical knowledge, and the ability to obtain a Class B CDL license with tanker endorsement within six months of employment; or an equivalent combination of education, training, and experience. Where applicable, must possess and maintain a FWPCOA certification preferred. All positions require a High School Diploma or GED. Must possess a valid Florida Driver's license.
Utility (Wastewater Divison) Department
City of Palm Coast Utility Department, Wastewater Treatment Division is seeking temporary workers to help in a wide range of labor-intensive work in the Wastewater Treatment Facilities. Daily work includes but not limited to cleaning of process equipment, maintenance of building interiors and exteriors, light painting, and vehicle maintenance. Utility Wastewater Department
Our Utility Department, Wastewater division is currently seeking a Mechanical Technician 1 or 2 to join their team! Depending on level of experience, candidates may be hired as a Mechanical Technician 1 or Mechanical Technician 2. Under supervision, the purpose of the position is to perform a wide range of moderately complex pump-mechanical and electrical trades work in the maintenance and repair of utilities treatment plants, equipment, peripheral components, and collection systems.
Mechanical Technician 1
Position will repair and maintain machinery and mechanical equipment such as engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes and various rotating equipment of all sizes and types; with proper equipment, must be able to test motors for continuity. Must have one (1) year responsible experience in public utilities or other large scale commercial pumping systems, motors and electrical equipment or an equivalent combination of education, training, and experience is required.
Mechanical Technician II
Employees in this classification function at journey level, and are accountable for installing, maintaining, repairing, and replacing a wide variety of machinery and mechanical equipment, e.g., engines, motors, pneumatic tools, conveyor systems, pumps, gearboxes, and various rotating equipment. Objective is to maintain wastewater system, pump stations, and treatment plant equipment to ensure safe and efficient utility operations. Must have two (2) years responsible experience in public utilities or other large-scale commercial pumping systems, motors and electrical equipment, and the ability to operate heavy equipment and tools of the trade, or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Class B CDL Driver's license. All positions require a High School diploma or GED. Must be available for emergency call back and rotating call duty. The Utility Department, Wastewater division is seeking full-time or part-time licensed Wastewater Treatment Plant Operators to join their team! Under supervision, the purpose of the position is to perform diagnostic and equipment control operations to regulate collection, treatment, dispersal and disposal of wastewater in the City's Utilities Wastewater Department according to the area of assignment. Objective is to ensure effective processing of wastewater. Based on level of experience, qualifications and education candidates may be hired as a USO, USO 2 or USO 3.
Utility System Operator
Employees in this classification function at entry level, and are responsible for performing routine inspection, greasing and maintenance duties, collecting and interpreting data, collecting samples, ensuring efficient and effective operation of Wastewater facilities and equipment. Experience with data entry, basic electric, plumbing and equipment maintenance preferred. Must have (1) year experience in utilities or other pump-mechanical operations or an equivalent combination of education, training and experience. Must possess and maintain a Wastewater Treatment, Level C Operator Certification issued by the Florida Department of Environmental Protection.
