Notice of Availability for 15 Day Public Comment Period Consolidated Annual Performance and Evaluation Report (CAPER) FFY 2023 (October 1, 2023, to September 30, 2024)
Consistent with the City of Palm Coast Community Development Block Grant (CDBG) Citizens Participation Plan (CPP), the Consolidated Annual Performance and Evaluation Report FFY 2023 for the period covering October 1, 2023, to September 30, 2024 is made available for the 15-day public comment period from November 15, 2024 to November29, 2024.
The CAPER describes the activities undertaken during the reporting period using CDBG funds. The report also includes an update on the City's progress in implementing the CDBG programs and activities identified in the Consolidated and Annual Plan.

Community Development Block Grant (CDBG) Program
The Community Development Block Grant (CDBG) program is administered nationally by the U. S. Department of Housing and Urban Development (HUD). Funding is provided annually to cities and counties for activities designed to address the objectives of the program to provide decent and safe housing, a suitable living environment, and expanding economic opportunities.
Beneficiaries of the program must be low and moderate income households (defined as a family whose annual income does not exceed 80% of the area median income).
As required by the CDBG program, the City is required to submit a multi-year Consolidated Plan and an annual Action Plan. These plans describe how CDBG funds will be used to meet national community development objectives and eligible local community development needs. The Consolidated Plan summarizes community development goals and the Action Plan explains specific actions for the upcoming fiscal year.
Assessment of Fair Housing (AFH)
Consistent with Federal Regulations and the City of Palm Coast Community Development Block Grant (CDBG) Program Citizens Participation Plan (CPP), the FFY 2022-2026 Consolidated Action Plan which includes the FFY 2022 Annual Action Plan is made available for public comment for 30-days from July 1, 2022 to August 1, 2022.
The proposed Consolidated Action Plan is a document to assist the City in assessing affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Annual Action Plan (which is within the Consolidated Action Plan) highlights the proposed activities to be undertaken using CDBG funds.
