The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Business Meeting on Tuesday, December 2 at 6:00 p.m. will be as follows:

Proclamations

The following proclamations will be made:

  1. The City Administration will proclaim December 20, 2025, as Fantasy Lights Day. The Rotary Club of Flagler County will celebrate the 20th Annual Fantasy Lights Festival from November 29 to December 30. It features more than 50 lights displays, themed nights, music, food trucks, and a special anniversary celebration on December 20 marking two decades of tradition and community spirit.

Ordinances First Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance to allow residents to keep chickens in their backyard with limitations by creating a new provision to Chapter 8, Animals, Article III, Backyard Chickens, Section 8-100, General Conditions for the Keeping of Backyard Chickens; and amending the definition in the Unified Land Development Code Section 14.02 Glossary relating to chickens. The city implemented a Backyard Chicken Pilot Program in May 2025 allowing residents of the city to own up to four chickens in a chicken coop.
  2. The Community Development Department will present an ordinance to establish the creation of the Recovery Residence Ordinance in accordance with Florida Senate Bill 954 (2025). The governing body of each county or municipality must establish a clear process for the review and approval of certified recovery residences within an area. The process needs to be in place by January 1, 2026. A certified recovery home is a residential facility that provides a safe, supportive, and structured living environment for individuals recovering from substance use disorders.

Resolutions

The following resolutions will be presented:

  1. Human Resources will present a resolution approving the contract with newly selected City Manager Michael McGlothlin. The negotiating team presented the contract with McGlothlin on November 25, 2025. The effective date of the agreement is December 17, 2025, with an annual salary of $225,000 with benefits.
  2. The Engineering Department will present a resolution to approve a contract with C.W. Matthews, a contract with Eisman and Russo, Inc., for construction engineering & inspection services, a right-of-way agreement, agreements with FPL, FEC, and project expenses including a project contingency for the Matanzas Woods Parkway West Extension Phase II project. The proposed project established in 2022 is for a multilane roadway to extend access to the western portion of Palm Coast, including a bridge over the Florida East Coast railroad.
  3. The Community Development Department will present a resolution designating the Palm Coast Strategic Employment Zone (Tract 17) as a Brownfield Area for Economic Redevelopment in accordance with section 376.80, Florida Statutes. The proposal would enhance eligibility of a 103-acre City-owned site near U.S. 1 and I-95 for state economic development funding to support public infrastructure improvements such as roads, utilities, and stormwater systems. 
  4. The Community Development Department will present a resolution amending resolution 2010-102 by increasing animal control fees. License Fee would increase to $35, License Fee (spayed or neutered) would increase to $25, the Duplicate Tag Fee would increase to $5, the Dangerous Dog Fee would increase to $300, and the Surrender and Transport of Animals fee would increase to $80.

Consent

The following items will be presented for consent:

  1. The Utilities Department will present a resolution to approve a work order with CPH Consulting LLC for 5-year CUP compliance monitoring.
  2. The Utilities Department will present a resolution to approve a work order with Wright-Pierce, Inc., to conduct a pilot study of the ACTINA Pelletized Softening System.
  3. The Public Works Department will present a resolution to approve an interlocal agreement for debris disposal between Volusia County and the City of Palm Coast.
  4. The Utilities Department will present a resolution to approve a Master Services Agreement with RTS Land Management for utility ground maintenance at the Effluent Disposal Sites.
  5. The Public Works Department will present a resolution to approve the piggyback contract with Lake County, Florida and Osburn Associates, Inc., for the purchase of traffic signs and materials.
  6. The City Administration will present a resolution to approve city council policies and procedures.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are not scheduled for this specific meeting and will begin at 5:30 p.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
