City Attorneys

The City of Palm Coast contracts with Douglas Law Firm for its legal services.

The Douglas Law Firm provides legal services to the city, effective April 3, 2024. Marcus Duffy serves as the attorney, but other attorneys from the firm also provide legal services to the city as needed.

The services provided by the Douglas Law Firm will encompass a wide range of legal responsibilities crucial to the city's functioning. These include preparing and filing pleadings, motions, and briefs; representing the city in litigation; conducting discovery; drafting and reviewing ordinances, resolutions, contracts, and correspondence; providing legal research and advice; attending meetings; assisting in bond transactions and bids; completing real property transactions; prosecuting code enforcement citations; and fulfilling any other legal needs as required by the City Council or City Manager.


Attorney Marcus Duffy
Marcus Duffy is designated as the city attorney. He serves in accordance with the City's Charter and will be responsible for attending all City Council Meetings. Mr. Duffy graduated from Flagler Palm Coast High School before attending Florida Southern College and Barry University. After passing the Florida Bar in 2017, he dedicated six years of service to the United States Air Force. He garnered numerous accolades throughout his tenure, including the prestigious Air Force Central Command Attorney of the Quarter for Southeast Asia and the Meritorious Service Medal for his exceptional work abroad. He was also recognized as the Company Grade Officer of the Year (2022) for the Operations and International Law Domain within the Office of the Judge Advocate General. As he transitions to civilian life, Mr. Duffy remains committed to his military service, continuing to serve as a JAG officer in the Air Force Reserve.
