The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. The agenda for the City Council Business Meeting on Tuesday, July 15, at 9 a.m. will be as follows:
Proclamations
The following proclamations will be presented:
- The City Administration will recognize July 26, 2025, as Americans with Disabilities Act Awareness Day, celebrating the 35th anniversary of the ADA. This proclamation honors the landmark civil rights legislation and recognizes organizations and individuals in Palm Coast who work to support residents with disabilities, promoting inclusion, accessibility, and equal opportunities in the community.

- July 8, 2025, Workshop Meeting
Appointments
The following appointments will be made:
- The City Administration will appoint five residents to serve on the Charter Review Committee, a citizen-led group tasked with reviewing the City Charter. The committee will identify outdated language, recommend updates to reflect current community priorities, and ensure the document aligns with sound governance practices. Appointees will serve a one-year term and play an important role in shaping Palm Coast’s future.
Ordinances – First Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance establishing the Lighthouse Community Development District, supporting planned development under Chapter 190, Florida Statutes.
- The Community Development Department will present an ordinance for a small-scale comprehensive plan amendment related to the Airport Commerce Fire Station 26 land exchange.
- The Community Development Department will present an ordinance for a zoning map amendment regarding the Airport Commerce Fire Station 26 land exchange.
Resolutions
The following resolution items will be made:
- The Financial Services Department will present a resolution setting the proposed maximum millage (TRIM) rate, establishing the first tentative budget hearing for the Fiscal Year 2026 budget. This is the first step in the City’s annual budgeting process, providing transparency and setting the framework for funding City services and projects.
- A resolution supporting adoption of the Flagler County Local Housing Assistance Plan (LHAP) for FY 2025–2026 through FY 2027–2028 under the State Housing Initiatives Partnership (SHIP) Program, which helps create and preserve affordable housing options for Palm Coast residents.
- A resolution approving a memorandum of understanding between the City and Saving Missing Animals Response Team (S.M.A.R.T) of Flagler County, formalizing a partnership to support animal rescue efforts during emergencies and community response events.
- A resolution approving a budget amendment for the FY 2024–2025 budget, allocating additional funds for critical Water/Wastewater Utility Capital projects to improve service reliability and capacity.
- A resolution approving a preconstruction services agreement with Wharton-Smith, Inc. for upgrades and expansion of Wastewater Treatment Facility No. 1, a major project aimed at accommodating growth and meeting environmental standards.
- A resolution approving additional project and construction expenses per the interlocal agreement with Radiance Community Development District for the Old Kings South Utility Improvements Projects, supporting water and wastewater infrastructure upgrades in the area.
- A resolution approving a design services contract for the Graham Swamp Trail Phase II Project, enhancing recreational opportunities and extending multi-use trail connectivity for residents and visitors.
- A resolution approving Florida Department of Transportation state-funded grant agreements for the Matanzas Woods Parkway Extension West Phase 2A and Phase 4, advancing key roadway improvements for traffic flow and safety.
- A resolution approving a work order with England-Thims & Miller for additional design services on the continuation of Phases 2A, 3, and 4 of the Matanzas Woods Parkway & Palm Coast Parkway Connector Railroad Project.
- A resolution approving the nuisance abatement initial assessment, allowing the City to recover costs associated with mitigating public nuisances such as overgrown lots and unsafe property conditions through non-ad valorem assessments on annual tax bills.
Consent
The following consent items will be presented:
- The Stormwater and Engineering Department will present agreements with Florida Power & Light for the relocation of distribution facilities and right-of-way consent for key City infrastructure projects.
- The Information Technology Department will present a resolution approving fiber optic engineering design, construction, and maintenance expenses for Citywide technology upgrades that enhance connectivity and operational efficiency.
- The Utility Department will present a resolution approving a work order with Connect Consulting, Inc. to construct and test three Brackish Upper Floridan Aquifer (BUFA) Saltwater Intrusion Monitoring (SWIM) Wells, which monitor groundwater resources and help protect against saltwater intrusion.
- The Financial Services Department will present a resolution approving a master services agreement with Mauldin & Jenkins, LLC, to provide professional auditing services for City operations and finances.
- The Public Works Department will present resolutions approving piggyback contracts for overhead door maintenance, irrigation supplies, and chemical purchases essential for maintaining City facilities and utilities.
- A resolution approving a construction contract with 4C’s Trucking and Excavation, Inc. for sewer gravity main repairs at 135 Florida Park Drive, ensuring reliable sewer service for affected residents.
- A resolution approving a sole source agreement with Fluid Control Specialties, Inc. for the purchase of DeZurik style eccentric plug valves with Rotork actuators, critical for water and wastewater system operations.
- A resolution approving a work order for test borings west of the City’s existing North Well Field, supporting future water supply planning.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that no proclamations are scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
