Palm Coast City Council Approves Backyard Chicken Ordinance

On December 16, 2025, the Palm Coast City Council officially adopted an ordinance allowing residents to keep backyard chickens. This initiative supports the City’s ongoing efforts to promote sustainability, encourage healthier lifestyles, and strengthen local food sourcing. 

On December 16, 2025, the Palm Coast City Council officially adopted an ordinance allowing residents to keep backyard chickens. This initiative supports the City’s ongoing efforts to promote sustainability, encourage healthier lifestyles, and strengthen local food sourcing. 

The City Council voted unanimously to establish Chapter 8, Article III, Section 8-100 of the City’s Code Ordinance, which outlines the regulations for owning chickens. The ordinance takes effect immediately, and residents wishing to participate must submit an application along with a $50 fee. The ordinance includes specific guidelines that applicants must follow, all of which are detailed in the application

Under the new ordinance:

  • Residents may keep up to four hens 
  • Roosters are prohibited
  • Eligibility is limited to homesteaded, single-family properties that are not part of a Homeowners Association (HOA)
  • Rental properties are excluded unless the property owner provides approval

This ordinance builds on the success of the Backyard Chicken Pilot Program, launched on May 13, 2025, which allowed 50 residents to apply for permits to keep up to four chickens.

Residents who are interested in participating can now apply by following these steps:

  1. Visit palmcoast.gov/building
  2. Click on “Homeowner Permitting”
  3. Scroll down to the drop-down menu and select:
    “Chicken Coop - Backyard Chickens - Pilot Program”
  4. Download and complete all permit forms listed there.
  5. Once forms are completed, visit the online permitting portal at:
    https://old.palmcoastgov.com/eplanreview to submit the application electronically.
