The City of Palm Coast is excited to be nearing completion of "Imagine 2050," the comprehensive plan update that puts you, our residents, at the center of planning our future.

We are currently working through our DRAFT Goals, Objectives, and Policies. This is another stage of the process where we need 𝐘𝐎𝐔𝐑 𝐈𝐍𝐏𝐔𝐓. The City of Palm Coast is continuing to grow and plans to maintain the way of life our community expects.  One of the main ways the City can plan for this future is through periodic updates to its Comprehensive Plan and utilizing smart-managed-growth principles.

The Comprehensive Plan is a document that guides the City of Palm Coast’s decisions on a wide range of topics and services over a 20-year time period.  As this plan acts as the blueprint for development in the City, it will impact neighborhoods, businesses, growth, the environment, and you.  This Plan is also meant to reflect the vision and priorities of the City of Palm Coast community and residents while meeting requirements of state and federal law.

A city’s comprehensive plan can be defined as a long-range planning tool that is intended to be used by City Council, City staff, and citizens to guide the growth and physical development of a community for many years into the future.  Comprehensive plans are created as a guide toward a vision of what the community should retain and what the community could ultimately become.  

The growth of the Palm Coast community necessitates the need for advanced planning to ensure that municipal services, including utility services, stormwater mitigation, and parks and recreation, keep pace with increasing demands on these systems.  For the last 25 years, green and open space planning has been a priority area within the overall municipal planning.  As the population increases, maintaining adequate green space will be a significant factors in maintaining a high quality of life for citizens in Palm Coast. These growth characteristics indicate that the City should continue taking a “hands on” approach in guiding the development of the City. 

The planning process and the resulting policies will be critical to the City's ability to promote and manage growth, protect, and enhance key areas of importance while accommodating future trends.  This includes identifying what makes the City of Palm Coast unique, establishing the vision of how Palm Coast will continue to mature, and determining how Palm Coast achieves that vision through the ongoing execution of the implementation action plan.  Once adopted, these plans should be regarded as long-range statements of public policy.

The City of Palm Coast’s current Comprehensive Plan was adopted in 2004, with some minor updates throughout the years.  In 2022, a plan to create a countywide Parks & Recreation Master Plan commenced with a partnership between the City of Palm Coast and Flagler County Government.

Public Engagement

Public engagement will play a key role in shaping the new Comprehensive Plan Update.  Local community members and stakeholders will be encouraged to get involved throughout the process to provide input on the vision and goals, plan development, and strategies and recommendations for the final plans.  A wide range of activities and tools will be used to provide convenient opportunities for the public to attend meetings and events, participate online, meet the project team out in the community, and receive project updates.

What are we doing?

Over the next several months, the City of Palm Coast will be working alongside its retained consultant, JB Pro Inc., and the community to update the City's Comprehensive Plan. The plan will provide long-range planning policy direction, which will be utilized to guide several areas of the City’s development over the next 20 years.

What is a comprehensive plan?

The Comprehensive Plan ("the Plan") is a document that guides City of Palm Coast decisions on a wide range of topics and services over a 20+-year time period. As the Plan acts as the blueprints for development in the city, it impacts neighborhoods, businesses, traffic, the environment, and YOU. The Plan is also meant to reflect the vision and priorities of the community and its residents, while meeting requirements of state and federal law. This is YOUR plan, for YOUR future, and we need to hear from YOU!

Now through mid-2025, the Plan will go through an update. When adopted, the Plan will be in effect through 2050. Minor updates may occur from time to time.

Why is the Plan being updated?

Comprehensive plans are living documents typically written with a 20 year outlook. They should be updated from time to time as the community changes in population, or as trends and practices evolve. Plans should typically be updated at least every ten years.

The City of Palm Coast first adopted its Comprehensive Plan in 2006 and was updated in 2016.

Why should I get involved?

This is an opportunity to revise population and employment growth forecasts with the most up to date data, review existing policies to ensure they make sense for the communities they serve, write new policies that reflect the priorities of the community, and confirm that all federal, state, and local requirements are met.
