The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division. 

Topics include Teen Dating Violence Awareness Month, American Heart Month, 2050 Comprehensive Plan Amendment Status Update, Utility Systems Rate Revisions, Residential Drainage Citizen Advisory Committee, Legal Services Proposals, and more.

Proclamations/Presentations

The following proclamations and presentations will be presented:

  1. City Council will present a proclamation declaring February as Teen Dating Violence Awareness Month.
  2. City Council will present a proclamation declaring February as American Heart Month.
  3. City Administration will provide a presentation of the 2050 Comprehensive Plan Amendment Status Update.

The following minutes of the City Council will be presented for approval:

  1. February 5, 2024, Strategic Planning Orientation Session, February 6, 2024, Business Meeting, February 13, 2024, Workshop Meeting.

Ordinances Second Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance to amend Chapter 4, Section 4.01, Subsection 4.01.04, of the Unified Land Development Code of the City of Palm Coast. This is a legislative item. In 2023, the legislature updated Section 403.813(1), Florida Statutes relating to floating vessel platforms. City Council heard the first reading of this item at the February 6, 2024, Business Meeting. No changes have been made to the item.  

Ordinances First Read

The following ordinances will be presented:

  1. The Utility Department will present an ordinance revising the rates of the City’s utility systems. During the regularly scheduled City Council meetings of November 14, 2023, and February 13, 2024, utility staff and the utility rate consultant presented their initial findings, options for consideration, and recommendations for cost adjustments. City staff and the consultant have taken the guidance provided by the council at the November meeting and included a new water tier, holding the base rates flat at 63 for the initial rate adjustment, and moving up the capacity fees adjustment from October to May to coincide with the first monthly rate adjustment.

Resolutions

The following resolutions will be presented together for consent:

  1. The Stormwater & Engineering Department will present a resolution approving a Residential Drainage Citizen Advisory Committee. During the December 12, 2023, and January 16, 2024, Council workshop meetings, City Council provided staff direction to provide information on historical, current, and future issues related to flooding in Palm Coast. This included a three-pronged approach: gathering facts on infill lots, modifying technical manuals, and identifying funding sources. City Council received a presentation on this item at the February 13, 2024, Workshop Meeting. The resolution has been updated per Council direction.
  2. The Community Development Department will present a resolution for the approval of a Florida Department of Transportation State-Funded Grant Hargrove Lane Industrial Technical Site Plan Tier 3, application no. 5530. This item is quasi-judicial, requiring Council disclosure of any ex-parte communication. The applicant has submitted a Technical Site Plan application for a large warehouse facility with 17 buildings having a total of 221,365 sq. ft. of building area to be developed in two phases. The PLDRB reviewed this application at its regularly scheduled meeting at 5:30 PM on January 17, 2024, and by a 5-0 vote found it in compliance with the Comprehensive Plan and Land Development Code and recommended approval to City Council.
  3. The Parks & Recreation Department will present a resolution approving the Amended Parks & Recreation Fee Structure. With the direction given during the October 10, 2023, Workshop Meeting, staff reached out to the golf courses within the Palm Coast and Bunnell area. A presentation has been created for City Council to review the comparable rates and the recommended fee adjustment for the Palm Harbor Golf Club’s Greens Fees.

Consent

The following resolutions will be presented together for consent:

  1.  Resolution approving trenchless pipe lining project cost for fiscal year 2024.  
  2.  Resolution approving piggybacking FSA23-EQU21.0 with BBA Pumps to purchase one (1) dewatering and sewage pump. 
  3.  Resolution approving piggybacking the contract between Fisher Scientific and Lake County, Florida.
  4.  Resolution approving a Master Price Agreement with ARGOS USA, LLC for concrete 4000 PSI with fiber mesh.
  5.  Resolution approving an amendment to the Ground Lease with Verizon at Belle Terre Park. 
  6.  Resolution approving a Master Service Agreement and change order with 3-GIS for Fiber Management.

Proclamations/Presentations

The following proclamations and presentations will be presented:

  1. City Administration will provide a presentation on Legal Services Proposals. The primary purpose of this special meeting is to discuss legal service options for the City of Palm Coast. The necessity for this discussion arises from the recent decision of the current City Attorney to accept a position elsewhere. The City received four proposals: Douglas Law Firm, Fishback Dominick Attorneys and Counselors at Law, Gray Robinson, and Vose Law Firm. Per City Council’s request at the February 6, 2024, Business Meeting, the proposal submitters will be in attendance to provide a presentation and hold a question-and-answer session with City Council. City Council provided consensus and direction to move forward with the request for proposals at the December 12, 2023, Workshop Meeting.

 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
