Why This Ordinance Matters
With the growing popularity of e-bikes, safety concerns have increased on city streets and shared paths. The Palm Coast City Council collaborated with the Flagler County Sheriff's Office to create Ordinance 2025-18, which sets clear, consistent rules for residents while remaining in line with state law. It ensures everyone—from young riders to adults—understands how to operate e-bikes safely and responsibly.


Key Highlights of Ordinance 2025-18

 

1. Age Requirements

  • Riders must be at least 11 years old to operate an e-bike on city streets, sidewalks, or paths.

 

2. E-Bike Definitions & Restrictions

  • The ordinance follows Florida state law in defining electric bicycles.
  • Pedal-assisted bicycles with electric motors are categorized by speed capability.
  • Modified e-bikes that exceed state speed limits are prohibited on city streets, sidewalks, and paths.

 

3. Rules of Operation

  • All riders must obey traffic laws and yield to pedestrians.
  • Riders must provide an audible signal when overtaking others.
  • Government-issued photo ID must be carried and presented to law enforcement upon request (e.g., driver’s license, passport, military ID, school ID).

 

4. Enforcement & Penalties
  • Violations may result in fines up to $100 per offense.
  • Law enforcement officers are authorized to impound e-bikes operated in violation of the ordinance.
