Proclamations
The following proclamations will be made:
- The City Administration will proclaim February 9-13, 2026, as Phlebotomists Recognition Week. The week highlights the essential role phlebotomists play in delivering quality healthcare.
Presentations
The following presentations will be made:
- The City Administration will present the City Council’s Strategic Action Plan for the first quarter that shares Palm Coast’s Vision, for Palm Coast to be recognized as one of Florida’s premier cities that values building a sustainable economic base to support innovation while providing necessary infrastructure and services; providing exceptional amenities and standards that support a high quality lifestyle; and protecting the environment while conserving Palm Coast’s natural resources.

- February 3, 2026, Business Meeting
Ordinances Second Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance first proposed on February 3, 2026, to allow an increased number of homes at the Easthampton Master Planned Development near Easthampton Boulevard and Eric Drive. The second reading includes the updated proposal to set a minimum lot size of 6,000 square feet by increasing the depth of interior lots from 110 feet to 120 feet. The plan also includes a recreational trail around the stormwater pond connecting to internal sidewalks. Additionally, the applicant CP and HG Residential Lots LLC, a subsidiary of ICI Homes agrees to provide a one-foot non-vehicular access easement along the southern property line during the mapping process.
Ordinances First Read
The following ordinances will be presented:
- The City Administration will present an ordinance governing the sale of city-owned utilities, which includes rules requiring public approval and a City Council supermajority vote before any major decision about selling or leasing its utilities.
Resolutions
The following resolutions will be presented:
- The City Administration will present a resolution to enter into a settlement agreement in the case where the City of Palm Coast filed a lawsuit regarding construction and design defects found at James F. Holland Park Splash Pad. The lawsuit was initially filed in November 2022.
Consent
The following items will be presented for consent:
- The Utility Department will present a resolution to approve a Master Service Agreement with PBM Constructors, Inc. to repair, upgrade, or restore Master Pump Station 37-4
- The Utility Department will present a resolution to approve the piggyback contract with W.W. Gay Mechanical Contractor, Inc. for plumbing, mechanical, HVAC, and refrigeration services.
- The utility Department will present a resolution to approve a work order Connect Consulting Inc., for the evaluation, repair, and pump replacement of wells SW-8R and SW-29R, evaluation and rehabilitation of well SW-32R, and the rebuild of well SW-25
- The Utility Department will present a resolution to approve Master Services Agreements with multiple firms for utility services contractor qualification and onboarding.
- The Utility Department will present a resolution to approve the piggyback contract with the City of Clermont, Florida and Alternative Power Solutions, Inc., for generator maintenance and repair services.
- The Information Technology Department will present a resolution to approve expenses related to the Water Treatment Plant 3 connection to City Hall Data Center.
- The Engineering Department will present a resolution for the authorization to submit an application to the United State department of Transportation for a Fiscal Year 2026 Build Grant for the Old Kings Road Corridor Improvements Project.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. Residents are encouraged to visit the Palm Coast City Council meeting webpage for the latest schedule and agenda updates.
In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week. Attending in person, tuning in live on the City’s YouTube channel, or reviewing meeting materials online are all great ways to stay informed and engaged in local government.
