The Palm Coast City Council meets regularly to discuss and vote on official City business. This week's topics include setting the maximum millage rate, nuisance abatement initial assessment, Coquina Shores Community Development District, and more.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The following minutes of the City Council will be presented for approval:

  1. June 20, 2023, Business Meeting, June 27, 2023, Workshop, June 27, 2023, Special Business Meeting, July 11, 2023 Workshop

Resolutions
The following resolutions will be presented:

  1. The Financial Services Department will present a resolution to set a Proposed Maximum Millage (TRIM) Rate and set the first tentative budget hearing date, time, and location.  If approved, the first budget hearing will be held at 5:15 p.m. on Thursday, September 7, 2023, at the Palm Coast City Hall Community Wing, located at 160 Lake Ave, Palm Coast.
  2. The Community Development Department will present a resolution to approve the nuisance abatement initial assessment. This Resolution is intended to adopt a preliminary assessment roll. The final roll will be prepared and brought back to City Council at their August 8, 2023, Workshop and the August 15, 2023, Business Meeting for action.

Ordinances First Read:
The following ordinances will be presented:

  1. An ordinance will be presented by the Community Development Department to establish the Coquina Shores Community Development District (CDD) – App. No. 5415. JX Palm Coast Land, LLC submitted a petition to establish the CDD in April 2023. The applicant estimates there would be 650 residential units on a site composed of 505.62 acres of land located north of SR 100 and east of I-95. 
  2. An ordinance will be presented by the Community Development Department for the voluntary annexation of a 330.8-acre site south of Flagler County Airport on the north/west side of Seminole Woods Blvd. Property Owner, Byrndog PCP, LLC has petitioned to voluntarily annex the real property into the City of Palm Coast municipal boundaries. Additionally, the subject area is within the Palm Coast Service Area for water and sewer services, and per Ordinance 2003-23 and 2007-03, is required to annex in order to receive utility service from the City
  3. The Financial Services Department will present the Ordinance for the Electric Franchise Fee Agreement with Florida Power & Light. City Council received a presentation on this item at their July 11, 2023, Workshop. If approved, the effective date of the Ordinance will be October 1, 2023. In April 2023, City Council directed staff to explore new revenue options to maintain the current roadway system condition for arterial and residential roads.

Ordinances Second Read:
The following ordinances will be presented:

  1. An ordinance will be presented by City Administration to establish procedures for recall, for amending the Charter, proposing an ordinance, and reconsideration of an adopted ordinance by citizen initiative and referendum.. City Council heard the first reading of this item at the June 13, 2023, Workshop. There have been no changes suggested to this item. 
  2. An ordinance will be presented by the Community Development Department to amend the Future Land Use Map (FLUM) Designation for a 505.6+/- acre site located 0.25 miles east of Old Kings Road on the north side of SR 100. City Council unanimously approved the proposed FLUM amendment on the first reading on May 16, 2023. There have been no changes suggested to this item. 
  3. An ordinance will be presented by the Community Development Department to rezone Coquina Shores Master Plan Development (MPD) App. No. 5243. City Council unanimously approved the proposed zoning change at the first reading on May 16, 2023. There are no changes suggested to this item.

Consent
The following resolutions will be presented together for consent:

  1. Resolution to approve the interlocal agreement between the City of Palm Coast and Flagler County School District for joint use of real property and facilities and coordination of programs and services. 
  2. Resolution to approve an interlocal agreement with the Flagler County Supervisor of Elections relating to the initiative/referendum processes. 
  3. Resolution to approve a contract for management of the Ralph Carter Park Cell Tower with Diamond Communications, LLC.
  4. Resolution to approve an amendment to the Communications Site Lease Agreement with T-Mobile at Belle Terre Park. 
  5. Resolution to approve a cybersecurity grant from the State of Florida. 
  6. Resolution to approve a land purchase with the property owner of 8 Ludlow Ln E. 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
