We check the surveys by comparison to the city's as-built drawings. The elevations at the centerlines of the road perpendicular to the property lines are interpolated in reference to the NATIONAL GEODETIC VERTIVAL DATUM of 1929 (NGVD 1929). By applying the datum shift supplied by the VERTCON utility program for this location, expected elevations are derived relative to the NORTH AMERICAN VERTICAL DATUM of 1988 (NAVD 1988). (Note: VERTCON data is in meters and must be converted to feet by dividing by 0.3048) The derived elevations are in substantial disagreement with the data supplied on the surveys. We take into account that actual elevations may be higher than originally designed by a margin of several inches due to subsequent road paving operations but are not expected to be lower.
