The Florida Building Code 2006 supplement section 1403.2 was modified to state “…that a weather-resistant exterior wall envelope shall not be required over concrete or non-porous masonry walls…” This means that, decorative cementituous coating CAN NOT, be used over exterior concrete or masonry walls, unless the block can be shown to be non-porous. Based on this information the drawings need to be revised to list one of the approved wall coverings per section R703.11 or testing must be provided showing that wall construction is non-porous. Stucco or Exterior Cement Portland Plaster are the acceptable terms from this code section.
