Note: Joe, At your request I visited 16 Esperanto. The contractor was there on site at the time. The contractor's original grading plan and its approval are correct as they exist. This is one of those rare instances were some discretion can be exercised. He showed me his new lot grading proposal. Based on field observations this new proposal will closely approximate the grading conditions of the adjacent developed lot. The new proposal only has the last 35+ ft of the property draining to the canal at a gradual slope, with the ditch to the right of the property receiving less runoff. I have no issue with this new proposal. I tried to make a few points clear to the contractor: " Until he submits and gets the new proposal approved he will need to follow the presently approved lot grading plan. " He is not to grade past his property lines, these areas are to be left natural. He has already disturbed a minimal amount of property past his property lines. These disturbed areas will need to be repaired and stabilized. " He has recently removed 2 large tree stumps from the right rear corner of the property, resulting a very large hole. This hole include a large area of the ditch embankment. This area needs to be filled, re-graded back to the existing slope and stabilized. This area and all areas adjacent to our water bodies, will need to have a silt fence installed. If you have any questions please let me know. The owner or contractor constructing the building or facility shall grade the lot so that stormwater that falls onto the building or facility and the lot itself shall not drain onto adjacent lots. Except where a viable drainage system exists which would allow stormwater runoff to be conveyed to an outfall structure, all lot drainage shall be directed to the roadway swales. Ponding of stormwater on the lot or adjacent lots is not permitted, except where such ponding is a part of a stormwater system permitted or required for mitigation. (Ord.
