Need a tree protection barrier detail on the plans. Both Oak trees to be barricaded prior to construction and approved by the City. 3. Access route to the rear shows access going right towards one of the oak trees to be protected. Can the access crossing over the shell path be made further to the south so passing by the oak is avoided? If not, need to specify several 4 foot x 8 foot sheets of plywood to be laid on ground within the drip zone of the tree to protect it and a minimal barricade to keep the trunk from being damaged. 4. Previous comment stated, “Pursuant to the Master Plan Agreement section 3 (c) (iii), provide a listed species and rare habitat (sea grass) survey for areas proposed for disturbance from a Qualified Environmental Professional.” This was not done. The requested comment is not in conflict with F.S. 166.033 (4). The City is not requiring that a permit or approval from any State or Federal agency be obtained as part of this application. Rather, the City is enforcing its requirements of its Unified Land Development Code (LDC) and consistency with its Comprehensive Plan. Additionally need to include in this survey the parcel number 05-11-01-5918-00000-0040, as there may be endangered species (gopher tortoises) on that lot that need to be avoided. 2. On sheet 2 of 3 of the Site and Landscape Plan, Bahia sod is shown to be installed between the toe of the wall and the sand bagged line. On sheet 3, the plan shows it as existing vegetation. Need to show this area as undisturbed existing vegetation and if the existing vegetation is found to be a rare habitat (sea grass) as requested in the previous comment, it shall be mitigated. 3. There is an existing oak tree shown on the west side of the proposed revetment on sheet 1 of 2. On sheet 3 it is shown as a palm. Need to list the correct tree type and note the trunk diameter if it is a hardwood tree. 4. Based on coordination with Patti Zahn (HOA representative), staff is aware that the proposed project is associated with a grouping of coquina revetments submitted via application 2014030782. It is staff’s understanding that access to this project area will be conducted through two single-family lots (“1 and 14”). If any clearing or disturbance of natural grade is anticipated for these lots, a separate permit shall be required. Please provide details of access and staging materials as part of the listed species study. Please note that this study is also required as part of the 2014030782 permit application. 3. Will the referenced staging areas also be utilized for activities associated with permit 2014030782? 4. Please provide the SJRWMD approved replanting plan for all disturbed areas within the Maintained Vegetated Buffer (MVB). The plan shall respect all trees existing and highlight proposed removal and/or protection measures. 5. Prior to construction, the northern and southern extent of each of segment along with material staging and access areas shall be demarcated in the field with stakes and numbered according to the established alphanumeric identification number. Staff will inspect and verify locations prior to construction activities commencing to ensure consistency with project plans. These stakes shall remain intact during construction for use during final inspection. 6. The erosion control measures identified in the figures are snapshots of techniques to be applied to the project. Provide a figure that identifies where silt fence or other practices will be installed throughout the project area. 7. Boundary or special purposes surveys shall not identify project areas east of single-family properties as tracts with the HOA parcel. Remove “Tract” from the provided surveys. | |||
