Note: 11-5-15 Permit Number 2014120015 1. Some of the required perimeter buffer ligustrum shrubs all the way around the site are not the minimum height of 30", and some are spaced further apart than the required 48" on center spacing. Need to re-space as needed and replace the undersized shrubs with taller plants. 2. Need to remove the pile of concrete powdered debris from the Bahia sod and the concrete slabs that are at the southwest corner of the property by VUA island "J". 3. All palms and trees are not staked per the as-built plan detail and need to be done. 4. There are 5 ligustrum shrubs that were planted in the west end of the landscape buffer on Wynnfield Drive that were not shown on the approved plans or as-built plans. Either remove these shrubs or leave them and modify the as-built drawings to show they are there. 5. There is a pile of poured concrete in the grass between the sidewalk and the edge of Wynnfield Drive that needs removal and re-sodding. 6. The 7 podocarpus are supposed to be on 48" centers but are between 4-5' apart. Need to respace per the plans. 7. The as-builts are not correct for the ligustrum planting around the backflow preventer and the count of 18 is not correct, as there are 22. Revise as-built to show backflow preventer and shrubs in their current locations. 8. Just west of the entrance drive off Wynnfield Drive: a) Fill hole with survey stakes and re-mulch b) Clean up all concrete debris along the edges of the entire length of sidewalk c) Add dirt and sod along the edges of the sidewalk so the sod is level with the walk for at least 12" out from the edge. Where there is a bed area, add soil to within 3" and remulch with 3" of mulch to be level with walk. 9. Remove chunks of asphalt debris from the sod east of the entrance off Wynnfield Drive and re-sod. 10. Need to remove porta-potty and sod the area where it was. 11. Some of the irrigation valve boxes are not to grade, need to lower boxes so the top is level with the sod. 12. The bottom of the normally dry retention areas are required to be fully sodded per the approved plans. Additionally, Land Development Code Section 11.03.03.B Turf states, "All areas of a disturbed site not otherwise landscaped or not left in natural native vegetation shall be grassed or mulched at a minimum." In this area, the mulch would float, sod is required. 13. Need general site clean-up by sweeping all dirt and debris off paved areas and removing trash and litter from the landscape areas. 14. On the south side of the site, the sidewalk has a lot of concrete debris along the edges that require removal. Raise sod level to be level with sidewalk for at least 12" out and re-set height of irrigation heads if needed. 15. Zone 2 is missing one rotor head per the as-built plan along the right-of-way of Pine Lakes Parkway at the southwest corner. Need to add this head. 16. The 5 rotor heads on zone 3 along the curb of the VUA that is parallel to Pine Lakes Parkway need to be respaced per the as-built plans for even head to head coverage. 17. Need to sod two areas in the front buffer of Pine Lakes where grass is dead due to something that was sitting on top of it. 18. Need dimensions from two fixed points on the as-built plans for all electric valves and wire splice boxes. 19. Zone 3 has two heads that were shown on the as-built to be on zone 2. Correct as-built. 20. VAN type nozzles were used on all spray heads. Need to replace all nozzles with the fixed arc nozzles per the approved plan. 21. Zone 4 has two more heads on it than the as-built shows. Show these last two heads before the light pole to be on zone 4. 22. Need to paint the above ground mainline PVC pipe dark green to help prevent UV damage to pipe. 23. On the as-built the plans show zone 7, but this zone is actually zone 5 and zone 5 is actually zone 7 in the field. Need to change the as-built to reflect this. 24. On zone 5 (actual zone 5) the monument sign is missing the two heads shown on the as-built. Need to add these heads per the plan. 25. The tree bubblers are not shown in the correct locations on the as-built in the landscape buffer area along Wynnfield Drive due to the relocation of some of the trees. Need to revise as-built. 26. All heads west of the connecting sidewalk to the site are on zone 5 and not zone 1. Correct as-built to show this correctly. 27. On zone 6 in the island by the transformer, missing one spray head at the corner of the transformer. Need to add this head per the as-built plans. 28. Make sure all rotors and spray heads are perpendicular, not clogged and have the throw and angles adjusted to not spray paved surfaces. 29. Need to respace the 4 spray heads behind the building on zone 7 per the as-built plan. The two northern flax lily are not getting any water as head needs to be moved to end of planting bed. 30. Pull the mulch back from the trunks of all the trees and shrubs. 31. Disturbed soil area at the northwest corner of the building needs to have the soil leveled and the area re-mulched. 32. The building perimeter irrigation was split from the plan design of one zone to two zones, adding a zone 8. Need to modify the as-built plans to reflect this. 33. Revise landscape as-built to remove the red note boxes and revise plan per those comments and the comments in this inspection. 34. Next step is to correct as-built plans and submit to the Building Department for review. Once the as-builts are approved, and all punch list items addressed and all fees paid, the final inspection can be called in. All items in bold type are punch list items for the preliminary as-built correction. NOTE TO OWNER AND GENERAL CONTRACTOR: Since the landscaping has been installed some time ago, maintenance has begun. During this inspection, the landscape maintenance contractor, Jaime's Lawn Care*, showed up and was mowing the grass. I asked him if he was the one responsible for weeding the beds as well and he said he was. He asked if he could just spray the weeds with herbicide and I told him he needed to do that but where the weeds were tall, he needed to pull them. I reinspected the site the next day (the 4th) and all he did was take a string trimmer and cut the tops off the weeds. Please communicate with him that the remaining weeds need to be at least treated now with herbicide. *Also, more importantly, the landscape maintenance contractor, Jaime's Lawn Care, is an unlicensed contractor. The need to register with our Business Tax Licensing office at 160 Lake Avenue, Palm Coast, FL. He is not allowed to perform work on the site until this is done.
