Please note the following items and citations of the Florida Building Code-Building (FBCB), Florida Statutes (F.S.) and Florida Administrative Code (F.A.C.). With the exception of the comment regarding the Wilton Palm Coast Project Manual, other comments below apply to Building Type I – the four story / 201 unit apartment building only / Permit 2023040295. Wilton Palm Coast Project Manual 1. Architect specification index sheets require architect of record signature and seal F.S. 481.221, F.A.C. 61G1-16.003. Transmitted electronically requires digital signature and seal F.A.C. 61G1.16.005. 2. Engineering specification index sheets shall also be signed and sealed F.S. 471.025. Transmitted electronically requires digital signature and seal F.A.C. 61G15-23.004. Note: the above will also apply to the U.L. fire-resistive construction file details that I understand exist and will be submitted in response to the Fire Plan Review comments. Threshold Inspections 1. This is a threshold building per Sections 202 (definition of threshold building), 110.8.1. Architect and engineer to prepare threshold inspection plan prior to issuance of building permit Section 110.8.1. It is suggested to use IBC Sections 1704 and 1705 as guidance, but is not required. Provide inspection schedules and procedures Section 110.8.1. Include reporting obligations to building official for enforcement matters should contractor not be in compliance with threshold inspection plan Section 110.8.3. 2. The special inspector(s) providing threshold inspections shall be named and the inspector(s) shall be a Florida licensed architect and / or professional engineer and certified (specific endorsement) for special inspections. F.S. Chapters 471 and 481. Provide qualifications. 3. Any shoring during construction shall be included in threshold inspection plan. Engineer who specializes in performing shoring inspections shall be named Section 110.8.2 4. Threshold inspections are not provided through general contractor. Provide agreement / contract signed by owner and special inspector indicating all fees and costs associated with threshold inspections are by fee owner of building. Plan Sheet G1.11 Life Safety Code Summary Code Analysis (allowable areas, area increases, height, number of stories) 1. Pursuant to Section 503.1, building height, number of stories and building area for buildings shall not exceed the limits of Sections 504 and 506 based on type of construction by Section 602 and occupancies by Section 302. Each portion of a building separated by one or more fire walls that comply with Section 706 shall be considered a separate building. It appears each building area (A, B, C, and D) as defined in plans include a separate allowable area calculation. However, I am asking for more information to determine whether the area increases based on frontage per Section 506.3 through 506.3.3 complies. In particular, I am asking for verification the building perimeter for each building used to calculate the area increases did not include perimeter walls adjacent to the court or the fire walls (503.1, 506.3.1). The court does not comply with Section 506.3.1 as it is not accessed from a publicly dedicated street or approved fire lane. 2. This building is more than three stories in height. Pursuant to Section 506.2.4 for buildings more than three stories, solve allowable aggregate sum of the ratios of the actual area of each story divided by the allowable area of such stories per Equation 5-3 based on provisions of 508.1 and prove that the ratio does not exceed "3". Exception may possibly be used if building is designed as separated occupancies throughout per Section 508.4, however, this does not appear to be the case. 3. Building is not properly classified according to occupancy Sections 302.1, 304.1 303.1, 311.1. Each portion of a building shall be individually classified in accordance with section 302.1. Accessory occupancies ancillary to the main occupancy of the building shall comply with provisions of Sections 508.2.1 through 508.2.4 - Section 508.2.1. While I see occupancy classifications on various plan sheets, I see no mention of business spaces classified as Group B; assembly / common spaces classified as either Group B or Group A-3 (see next item below); storage rooms (in addition to garages) as S-2. All these accessory occupancies, along with their aggregate areas need to be shown in the Occupancy Type Section (302.1, 508.1, 508.2.1). In conjunction with previous comments No. 1 and No. 2, per 508.2.3, solve allowable building area based on provisions of Section 506 - prove the aggregate area of all accessory occupancies throughout each building (A, B, C, D) do not exceed 10 percent of the floor area of the story and do not exceed the tabular values for non-sprinklered buildings in Table 506.2. Note that the aggregate areas of all accessory occupancies are limited to 10 percent of the floor areas. 4. In order to complete the above exercise, provide floor areas for each assembly room greater than 750 square feet and calculation used to determine occupant load. Section 303.1.2 No. 2. For rooms without fixed seating, tables and chairs use occupant load factor of 5 per Section 1004.5 and Table 1004.5. If calculations reveal occupants loads greater than 50, classify rooms, spaces, areas as the appropriate A occupancy and provide necessary plan revisions addressing all requirements for the Group A occupancy classification. 5. Under Applicable Codes Section change reference from Escambia County, FL, to Palm Coast, FL. Fire wall construction 1. Pursuant to Section 706.2 "Structural stability." fire walls are to be designed and constructed to allow collapse of the structure on either side without collapse of the wall under fire conditions. Fire walls designed and constructed in accordance with NFPA 221 are deemed to comply with this section. In the absence of any specific information establishing design concepts or intent as to how the proposed fire walls are intended to perform under the criteria established in Section 706.2, please provide an engineering certification statement by the structural engineer of record certifying the walls have been designed in accordance with NFPA 221. Engineering certification means a statement, without modification as defined in F.A.C. 61G15-18.011 (4). See also F.A.C. 61G15-29.001 for related information. Plan Sheet G1.11 Life Safety Code Summary and Plan Sheet G2.11 Fire & Life Safety Code Plan - Building Type 1 - Level 1 Court / Egress Court 1. Building contains both a court and egress court. I see no mention of egress court width and capacity based on number of building occupants and including occupants of the court per Section 1004.7. Occupant load is to be assigned by the building official. Provide court plan showing pool, pool deck, and all other improved areas to be occupied so building official can verify accuracy of occupants shown on Plan Sheet G2.11. Use Section 1004.5 and Table 1004.5 to determine occupant loads. Use assembly occupant load factor for pool decks and other assembly areas. Use bathing load per Section 454.1.1 to determine pool occupants (Sections 1005.1, 1028.4, 1028.4.1, 1028.4.2). 2. Column projections from face of egress court walls reduce egress court width and therefore the narrowest dimension is to be used to determine egress capacity (Section 1005.7). Show required egress width in inches based on these conditions. 3. Columns projecting from face of egress court walls are less than 10 feet clear width from each other. Columns are part of exterior walls. These walls (and columns) therefore must be of not less than one-hour fire-resistive-rated construction for a distance of 10 feet above the floor of the egress court and openings within such walls provided with opening protectives having a 3/4 hour fire protection rating (Section 1028.4.2). 4. Columns projecting from face of egress court walls are protruding objects on a circulation path (Section 1003.3). Objects with leading edges more than 27 inches and not more than 80 inches above the floor shall not project horizontally more than 4 inches into a circulation path (1003.3.3. As shown, the projecting columns create an impediment to safe egress and also conflict with Section 307 Florida Building Code-Accessibility). | |||
