This is an existing mobile / modular structure moved into the City of Palm Coast. Structure is subject to specific regulations under the Florida Building Code-Building as a condition of being moved into the City. Section 102.7. 2. Permit type will be changed from temporary trailer office / construction to new commercial building. Temporary buildings are those that are in place for 180 days or less. This is a new commercial building. 3. Provide evidence this structure was manufactured by an Florida approved manufacturing facility and equipped with a State of Florida insignia for a modular commercial office structure. Modular building brought into the City prior to permit issuance and looks very much like it is a residential building. If it is, this may present numerous problems in order for the building to comply with the Florida Building Code. F.S. 553 Part I. 4. Provide evidence this structure was designed for a 130 m.p.h. Vult wind speed, with Exposure Category B, the floor was designed 50 p.s.f. live load and at least a 10 p.s.f. dead load and the roof was designed for a 20 p.s.f. live load and at least a 10 p.s.f. dead load. This is not something an architect or engineer can certify. The design criteria is typically listed on the manufacturer’s data plate which is is a permanent label located somewhere in the structure and identifies various design information including wind speed. Section 1603, 1604, 1606, 1607, 1611. 5. Provide geotechnical investigation report in accordance with Section 1803.2. Report to be conducted per Sections 1803.3 through 1803.5. Completed report shall comply with Section 1803.6. Report shall be signed and sealed by a Florida licensed professional engineer in accordance with F.S. 471.025 and Florida Administrative Code Sections 61G15-30.001 and 61G15-23.001 through .005 6. Provide printed name and license number of architect (additional to seal) in title bar. F.A.C. 61G1-16.004 (6). 7. Provide architecture firm Florida qualifier license number in title bar. Provide schedule using hard, non-absorbent materials on floors and walls in accordance with Section 1210 COMMENTS BELOW PER THE 2020 FLORIDA BUILDING CODE-ACCESSIBILITY 1. On Site Plan provide complete details of accessible exterior route across entire site per Section 206 to include: from public streets and sidewalks; from accessible site arrival points; from accessible parking (See Section 208.3.1 for accessible route minimum widths related to accessible parking); from accessible building entrances and from all common facilities. Please note that all accessible elements across the site must be interconnected by accessible exterior routes. Complete details means sufficient details and directions for constructability and directions to the contractor to include; cross and running slopes per Section 403 for each differing segment (those with different slopes) of accessible routes; maximum slope indicators and width and length of accessible landings at building entrances and exits and gates; clear widths and passing spaces at turns based on turn type as necessary; maneuvering space clearance dimensions based on direction of approach at accessible building entrances, exits and gates. The purpose of this request is to identify slopes as absolute minimums and maximums for each segment and/or component of accessible routes as necessary for instructions to the contractor that slopes must be maintained. Spot elevations are not sufficient to address this comment. A comment box by itself instructing contractors to note the required slopes is not sufficient to address this comment. Slope indicators as described above are required. 2. Provide the following accessibility details: Accessible parking space dimension and striping plan including accessible aisle per FDOT Standard Plans Index 711-001 (FY 2022-23). Also include wheel stop dimension from accessible sidewalks sufficient to ensure vehicles do not overhang or otherwise reduce minimum required accessible route width of 44 inches. Provide curb ramp detail per Section 406 Florida Building Code-Accessibility. Include complete curb ramp slope details such as transition slopes, minimum landing dimensions at head of ramps, counter slopes etc. Provide detectable warning detail per Section 705 Florida Building Code-Accessibility. Provide pedestrian marked crossing detail per Section 206. 3. Provide icon and note identifying accessible parking signs at head of each accessible parking space. Section 208, 216, 502. 4. Provide icon and note identifying location of detectable warnings at head of accessible parking access aisles and other locations along accessible route. Provide detectable warning detail. Ensure common sidewalk serving parking area is wide enough to accommodate curb ramps and slopes and provides a minimum clear width of 36 inches at head of each curb ramp. Section 208, 502, 705 5. Provide icon and note identifying presence of wheel stops at accessible and all other parking spaces. Requirements for A Sales Trailer: Sales trailers and leasing offices. Temporary sales and leasing offices for residential development are allowed in any residential zoning district. In addition to applicable zoning district regulations, a temporary sales and leasing offices must comply with the following standards: A.The development plan for the residential development shall indicate the location of the temporary sales and leasing offices. B.Only one sales trailer shall be allowed for every 200 lots or units. C.Temporary sales and leasing offices proposing to operate for a period of six months or less shall be skirted and landscaped. In addition, temporary sales and leasing offices remaining for a period greater than six months shall be located on a concrete slab or stem wall and shall be skirted and landscaped. Temporary sales and leasing offices may be used for a maximum period of two years from the date the certificate of occupancy is issued. The Land Use Administrator may grant a one-year extension.
