General / All Plan Sheets / Specification Manuals 1. All plan review comments in this and other plan reviews shall be responded to in letter format signed and sealed by the registered design professionals responsible for addressing the comments. In addition, all plan sheets where revisions are made based on review comments shall be clouded indicating the presence of a plan revision. 2. Only those plan sheets containing revisions shall be uploaded to the permit portal. Previous plan sheets replaced with new plan sheets will be “rejected” by the Building Division so as not to be printed or issued with the approved set of plans. DO NOT SUBMIT A FULL PLAN SET. 3. Engineering specifications and calculations shall include an index sheet and shall be signed, dated and sealed (including verifiable digital seals if transmitted electronically) by each engineer in responsible charge of the production and preparation for each section of the engineering specifications and calculations. 5. Plans shall include complete design, construction and assembly details for all fire-resistive rated construction. References to ASTM E119, UL263 or other approved fire-resistance design methods listed in FBCB Section 703.3 shall be included. Plans shall also include complete details for all opening protectives, through and membrane penetration fire-stop and fire-resistant joint systems. Complete details mean, by way of example, the entire UL, ASTM (or other approved design) file or other design documents on plan sheets and clearly indicating complete details of materials, assembly, construction and /or installation. For opening protectives, through and membrane penetration systems and similar, complete details means the manufacturer’s complete installation instructions and specifications. The purpose of this standard is for the registered design professional to take design responsibility of fire resistive rated construction on the plans where a record is created, and designs are signed and sealed in accordance with Florida Statutes. It is also intended to ensure contractors are provided with all details required for constructability and building inspectors are provided complete details necessary for inspection. FBCB Section 107.3.5. As an alternative to plan sheets containing the documentation described above, a separate specification manual may be provided with a cover sheet and index signed and sealed in accordance with verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. If no cover sheet is provided, then all design sheets shall be signed and sealed. Revisions to fire-resistive rated construction shall be submitted in the same manner. If these documents are not ready for submittal, the architect can list them on the plans as a deferred submittal. FBCB Sections 107.3.4.1, 703, 707, 710, 711, 712, 712, 713, 714, 715, 716, 717, 718. 6. Plans shall include a design statement by the architect of record certifying design compliance with accessibility provisions of the Florida Building Code-Accessibility; and / or, where necessary, the Department of Housing and Urban Development under Section 504 of the Rehabilitation Act of 1973. • A statement confirming the project is subject to compliance with Section 504 of the Rehabilitation Act of 1973. Statement to also address: o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 in the numbers required by applicable HUD regulations have been provided. I have identified roof trusses, guards, balcony decking materials, stairs (if pre-manufactured). Fire Protection Systems Design 1. Provide engineering design for fire sprinkler systems and fire alarm systems as part of these submitted plans. A Florida licensed professional engineer is responsible to establish design concepts established through the Responsibility Rules adopted by the Florida Board of Professional Engineers. F.S. 633.102 (19). Layout of risers, cross mains, branch lines, sprinkler heads, sizing of pipe, hanger locations, and hydraulic calculations in accordance with the design concepts established by the engineer are provided by the licensed fire protection contractor under separate building permit for installation of fire sprinkler and fire alarm systems. 2. Add note to plans indicating separate building permits are required for fire alarm systems and fire sprinkler systems. See Fire Plan Review comments. Instructions to General Contractor 1. Prior to issuance of any building permit for this project, the general contractor will provide a written “fire safety” or “safeguards during construction” plan in accordance with the Florida Fire Prevention Code Chapter 16 (see Fire plan review comments) and FBCB Chapter 33. The plan, at a minimum, shall include details for fire extinguishers per FBCB Section 3309, means of egress per FBCB Section 3310, standpipes per Section 3311 (4 story buildings), and water supply for fire protection per FBCB Section 3313. The plan shall also address, at a minimum, housekeeping, on-site security, pre-fire planning, access for fire-fighting, stairs, standpipes and fire protection during construction. The plan is subject to review and approval by the Palm Coast Fire Marshal. Plan Sheet A01c 1. Code Review Summary, Fire-Resistance Rating-Building Elements. In the Bearing Walls (Exterior) row, replace citation of Table 602 with actual required fire-resistive rating of 1 hour for exterior bearing walls for Type VA construction. Table 601 establishes the highest of the required fire-resistive ratings for exterior walls over Table 602 regardless of Fire Separation Distance. FBCB Section 602, 704.10. See additional plan review comments regarding fire-resistive ratings of exterior walls. 2. Code Review Summary, Fire-Resistance Rating- Exterior Walls. Revise this section to reference “Non-Bearing Exterior Walls” as non-bearing exterior walls are the only exterior wall types not required to have a fire-resistive rating based on Construction Type. In the row 10 = x < 30, I am assuming since the other rows are not populated that you are pointing out that one or more buildings have non-bearing exterior walls in this FSD range. On that assumption, please list the buildings that have walls in this category. The purpose is to help inspectors with understanding which buildings will require 1-hour fire-resistive rated exterior non-bearing walls. 3. Code Review Summary, Max Area of Exterior Wall Openings. I am confused by these data fields. They appear to be based upon non-sprinklered buildings whereas these buildings are all sprinklered and therefore would allow a higher percentage of unprotected openings than what is listed based on the FSD. 4. Code Summary, Fire Partitions-Dwelling Unit Separation. Remove the reference to Note No. 2 in Section 708.3. That note does not apply. 5. Provide total building occupant load. Plan Sheet A04 1. It appears windows are intended to be operable in this building. Provide window reach range detail indicating window latch is within required reach range and operation of latch requires no tight grasping, pinching or turning of the wrist. FHA Design Manual. 2. AND FLORIDA ADMINISTRATIVE CODE (F.A.C.) AND / OR AUTHORITY HAVING JURISDICTION – CITY OF PALM COAST / CITY OF PALM COAST BUILDING DIVISION (A.H.J.) General / All Plan Sheets / Specification Manuals 1. All plan review comments in this and other plan reviews shall be responded to in letter format signed and sealed by the registered design professionals responsible for addressing the comments. In addition, all plan sheets where revisions are made based on review comments shall be clouded indicating the presence of a plan revision. 2. Only those plan sheets containing revisions shall be uploaded to the permit portal. Previous plan sheets replaced with new plan sheets will be “rejected” by the Building Division so as not to be printed or issued with the approved set of plans. DO NOT SUBMIT A FULL PLAN SET. 3. Site Development Plans including Civil Construction Plans, Landscaping Plans and any other plans not specifically mentioned here and that are associated with the Development Application have been rejected and shall not be a part of the building permit record. Be sure not to resubmit ANY of these plans on permit resubmittal. References to these plans shall be removed from the Plan Index sheet G.002 and any other location they may be referenced. 4. Engineering specifications and calculations shall include an index sheet and shall be signed, dated and sealed (including verifiable digital seals if transmitted electronically) by each engineer in responsible charge of the production and preparation for each section of the engineering specifications and calculations. 5. Plans shall include complete design, construction and assembly details for all fire-resistive rated construction. References to ASTM E119, UL263 or other approved fire-resistance design methods listed in FBCB Section 703.3 shall be included. Plans shall also include complete details for all opening protectives, through and membrane penetration fire-stop and fire-resistant joint systems. Complete details mean, by way of example, the entire UL, ASTM (or other approved design) file or other design documents on plan sheets and clearly indicating complete details of materials, assembly, construction and /or installation. For opening protectives, through and membrane penetration systems and similar, complete details means the manufacturer’s complete installation instructions and specifications. The purpose of this standard is for the registered design professional to take design responsibility of fire resistive rated construction on the plans where a record is created, and designs are signed and sealed in accordance with Florida Statutes. It is also intended to ensure contractors are provided with all details required for constructability and building inspectors are provided complete details necessary for inspection. FBCB Section 107.3.5. As an alternative to plan sheets containing the documentation described above, a separate specification manual may be provided with a cover sheet and index signed and sealed in accordance with verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. If no cover sheet is provided, then all design sheets shall be signed and sealed. Revisions to fire-resistive rated construction shall be submitted in the same manner. If these documents are not ready for submittal, the architect can list them on the plans as a deferred submittal. FBCB Sections 107.3.4.1, 703, 707, 710, 711, 712, 712, 713, 714, 715, 716, 717, 718. 6. Plans shall include a design statement by the architect of record certifying design compliance with accessibility provisions of the Florida Building Code-Accessibility; and / or, where necessary, the Department of Housing and Urban Development under Section 504 of the Rehabilitation Act of 1973. • A statement confirming the project is subject to compliance with Section 504 of the Rehabilitation Act of 1973. Statement to also address: o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 in the numbers required by applicable HUD regulations have been provided. FBCA Section 233.2. o Residential dwelling units required to provide mobility features are located on an accessible route per FBCA Section 206. o Residential dwelling units are provided with communication features complying with FBCA Section 809.5 in numbers required by HUD. Or; • A statement confirming the project is subject to compliance with FBCA Section 233.3. Statement to also address: o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 have been provided in the numbers required. FBCA Section 233.3.1.1. o Residential dwelling units required to provide mobility features are located on an accessible route per FBCA Section 206. o Residential dwelling units with communication features complying with FBCA 809.5 in the numbers required by FBCA Section 233.3.1.2. o Residential dwelling units required to provide mobility features complying with FBCA Sections 809.2 through 809.4 and dwelling units required to provide communication features complying with Section 809.5 are a.) dispersed among the various types of residential dwelling units provided in the facility and b.) provide choices of residential dwelling units comparable to, and integrated with, those available to other residents. • Whether accessibility design is intended to comply with Section 504 of the Rehabilitation Act of 1973 or Section 233.3 of the FBCA provide statement regarding vertical accessibility and compliance with F.S. 553.509 and FBCA Section 201.1.1. The design statements above shall be included in a conspicuous location on plans, preferably the plan cover sheet and shall be accompanied by a matrix or other means of identifying and cataloging accessible dwelling units, mobility and communication features and dispersion in accordance with these sections. Means of Egress / Life Safety Plan 1. Provide complete means of egress design to include, but not necessarily limited to: General Means of Egress Section 1003, Means of Egress Sizing Section 1005, Number of Exits and Exit Access Doorways, Section 1006, Exit and Exit Access Doorway Configuration Section 1007, Means of Egress Illumination Section 1008, Accessible Means of Egress, Florida Building Code-Accessibility, Doors, Gates and Turnstiles Section 1010, Stairways Section 1011, Exit Signs Section 1013, Handrails Section 1014 (note that the FFPC is more restrictive than Section 1014.6 and 1014.7). , Guards Section 1015, Exit Access Section 1016, Exit Travel Distance Section 1017, Exit Access Stairways and Ramps Section 1019, Corridors Section 1020, Exits Section 1022, Exterior Stairways and Ramps Section 1027, Exit Discharge Section 1028, Emergency Escape and Rescue Section 103. 0 Deferred Submittals 1. Architect to provide a complete list of deferred submittals per FBCB Section 107.3.4.1 including a list of any items listed by the structural engineer of record on their accompanying plan sheets. I have identified roof trusses, guards, balcony decking materials, stairs (if pre-manufactured). Fire Protection Systems Design 1. Provide engineering design for fire sprinkler systems and fire alarm systems as part of these submitted plans. A Florida licensed professional engineer is responsible to establish design concepts established through the Responsibility Rules adopted by the Florida Board of Professional Engineers. F.S. 633.102 (19). Layout of risers, cross mains, branch lines, sprinkler heads, sizing of pipe, hanger locations, and hydraulic calculations in accordance with the design concepts established by the engineer are provided by the licensed fire protection contractor under separate building permit for installation of fire sprinkler and fire alarm systems. 2. Add note to plans indicating separate building permits are required for fire alarm systems and fire sprinkler systems. See Fire Plan Review comments. Instructions to General Contractor 1. Prior to issuance of any building permit for this project, the general contractor will provide a written “fire safety” or “safeguards during construction” plan in accordance with the Florida Fire Prevention Code Chapter 16 (see Fire plan review comments) and FBCB Chapter 33. The plan, at a minimum, shall include details for fire extinguishers per FBCB Section 3309, means of egress per FBCB Section 3310, standpipes per Section 3311 (4 story buildings), and water supply for fire protection per FBCB Section 3313. The plan shall also address, at a minimum, housekeeping, on-site security, pre-fire planning, access for fire-fighting, stairs, standpipes and fire protection during construction. The plan is subject to review and approval by the Palm Coast Fire Marshal. Plan Sheet A01c 1. Code Review Summary, Fire-Resistance Rating-Building Elements. In the Bearing Walls (Exterior) row, replace citation of Table 602 with actual required fire-resistive rating of 1 hour for exterior bearing walls for Type VA construction. Table 601 establishes the highest of the required fire-resistive ratings for exterior walls over Table 602 regardless of Fire Separation Distance. FBCB Section 602, 704.10. See additional plan review comments regarding fire-resistive ratings of exterior walls. 2. Code Review Summary, Fire-Resistance Rating- Exterior Walls. Revise this section to reference “Non-Bearing Exterior Walls” as non-bearing exterior walls are the only exterior wall types not required to have a fire-resistive rating based on Construction Type. In the row 10 = x < 30, I am assuming since the other rows are not populated that you are pointing out that one or more buildings have non-bearing exterior walls in this FSD range. On that assumption, please list the buildings that have walls in this category. The purpose is to help inspectors with understanding which buildings will require 1-hour fire-resistive rated exterior non-bearing walls. 3. Code Review Summary, Max Area of Exterior Wall Openings. I am confused by these data fields. They appear to be based upon non-sprinklered buildings whereas these buildings are all sprinklered and therefore would allow a higher percentage of unprotected openings than what is listed based on the FSD. 4. Code Summary, Fire Partitions-Dwelling Unit Separation. Remove the reference to Note No. 2 in Section 708.3. That note does not apply. 5. Provide total building occupant load. Plan Sheet A04 1. It appears windows are intended to be operable in this building. Provide window reach range detail indicating window latch is within required reach range and operation of latch requires no tight grasping, pinching or turning of the wrist. FHA Design Manual. 2. Provide door handle and locking mechanism detail and information indicating door handles and locks are within required reach range and operation of door and lock requires no tight grasping, pinching or turning of the wrist. In accordance with Item No. 1 under Plan Sheet A01c above, identify fire-resistive ratings for exterior load-bearing walls. Exterior walls along both axis of the building are load-bearing based on definition in FBCB Section 202. Exterior walls on the short axis of the building are supporting floor live and dead loads and exterior walls on the long axis of the building are supporting roof live and dead loads. Provide UL 263 or ASTM E119 fire-resistive rated construction details on Plan Sheet A07d or similar plan sheet. FBCB Section 602, Table 602, Section 703.2, 703.3. 2.
