General / All Plan Sheets
1. All plan review comments in this and other plan reviews shall be responded to in letter format signed and sealed by the registered design professionals responsible for addressing the comments. In addition, all plan sheets where revisions are made based on review comments shall be clouded indicating the presence of a plan revision.
2. Only those plan sheets containing revisions shall be uploaded to the permit portal. Previous plan sheets replaced with new plan sheets will be “rejected” by the Building Division so as not to be printed or issued with the approved set of plans. DO NOT RE-SUBMIT A FULL PLAN SET.
3. All plan sheets signed and sealed by Florida licensed professional engineers shall contain verifiable digital signatures and seals per F.S. 471.025 and F.A.C. 61G15-23.004 including the required statement in 61G15-23.004 (3) (d). It is understood re-submittal of plans already in the City’s possession has resolved this comment.
4. All plan sheets signed and sealed by Florida licensed architects shall contain verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. It is understood re-submittal of plans already in the City’s possession has resolved this comment.
5. All architectural plan sheets shall contain an architect’s title block with firm name and telephone number, business qualifier’s license number, date prepared, a space for the architect’s signature and digital seal, a space for the printed name and license / registration number of the person sealing the documents and the date(s) plans are revised. F.A.C. 61G1-16.004.
6. All plan sheets signed and sealed by Florida licensed professional engineers shall contain an engineer’s title block with printed name, address and license number of the engineer who sealed the plan sheet. If the engineer who seals the plans is practicing through a duly authorized qualified engineering business organization, the title block shall contain the printed name and address of the engineering business. The engineer’s title block shall include identification of the project by complete address including City of Palm Coast. F.A.C. 61G15-23.001 (1), (4), (a) 1. 2., (b) 1. 2., (a), (b), (c).
7. Plans appear to include include complete design, construction and assembly details for all fire-resistive rated construction. References to ASTM E119, UL263 or other approved fire-resistance design methods listed in FBCB Section 703.3 have been provided. Plans do not appear to include complete details for all opening protectives, through and membrane penetration fire-stop and fire-resistant joint systems. For opening protectives, through and membrane penetration systems, fire-stop and fire resistant joint systems and similar, complete details means the manufacturer’s complete installation instructions and specifications. The purpose of this standard is for the registered design professional to take design responsibility of fire resistive rated construction on the plans where a record is created and designs are signed and sealed in accordance with Florida Statutes. It is also intended to ensure contractors are provided with all details required for constructability and building inspectors are provided complete details necessary for inspection. FBCB Section 107.3.5.
Note: As an alternative to plan sheets containing the documentation described above, a separate specification manual may be provided with a cover sheet and index signed and sealed in accordance with verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. If no cover sheet is provided, then all sheets shall be signed and sealed. Revisions to fire-resistive rated construction shall be submitted in the same manner. If these documents are not ready for submittal, the architect can list them on the plans as a deferred submittal. FBCB Sections 107.3.4.1, 703, 707, 710, 711, 712, 712, 713, 714, 715, 716, 717, 718.
8. Plans shall include a design statement by the architect of record certifying design compliance with accessibility provisions of the Florida Building Code-Accessibility; and / or, where necessary, the Department of Housing and Urban Development under Section 504 of the Rehabilitation Act of 1973.
• A statement confirming the project is subject to compliance with Section 504 of the Rehabilitation Act of 1973. Statement to also address:
o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 in the numbers required by applicable HUD regulations have been provided. FBCA Section 233.2.
o Residential dwelling units required to provide mobility features are located on an accessible route per FBCA Section 206.
o Residential dwelling units are provided with communication features complying with FBCA Section 809.5 in numbers required by HUD.

• Whether accessibility design is intended to comply with Section 504 of the Rehabilitation Act of 1973 or Section 233.3 of the FBCA provide statement regarding vertical accessibility and compliance with F.S. 553.509 and FBCA Section 201.1.1.
The design statements above shall be included in a conspicuous location on plans, preferably the plan cover sheet and shall be accompanied by a matrix or other means of identifying and cataloging accessible dwelling units, mobility and communication features and dispersion in accordance with these sections. Location of this information on other plan sheets as deemed appropriate by the architect of record is acceptable.
9. Plan sheets include numerous references to the IBC, IMC, IPC, IFGC and IECC. Each reference shall be removed and replaced with the appropriate 2023 Florida Building Codes. All code sections referenced under the International Codes shall be revised to the corresponding 2023 Florida Building Code Sections and wording, where used, shall be revised to match the exact wording in the 2023 Florida Building Codes.
10. I cannot locate any information regarding sound transmission compliance with FBCB Section 1207. Am I overlooking it? Please advise

Fire Protection Systems Design

Instructions to General Contractor
1. Prior to issuance of any building permit for this project, the general contractor will provide a written “fire safety” or “safeguards during construction” plan in accordance with the Florida Fire Prevention Code Chapter 16 (see Fire plan review comments) and FBCB Chapter 33. The plan, at a minimum, shall include details for fire extinguishers per FBCB Section 3309, means of egress per FBCB Section 3310, standpipes per Section 3311, and water supply for fire protection per FBCB Section 3313. The plan shall also address, at a minimum, housekeeping, on-site security, pre-fire planning, access for fire-fighting, means of egress stairs, standpipes (4 story buildings) and fire protection during construction. The plan is subject to review and approval by the Palm Coast Fire Marshal.
Special Inspections / Threshold Building
1. The EOR has designated this building is subject to special inspections. By default, under Florida Statues and the FBCB, by definition this building is therefore a “threshold building” and is subject to FBCB Section 110.8. All plan sheets signed and sealed by the architect and engineer of record shall include the statement (without modification) in Section 110.8.4.4. The statement shall appear adjacent and / or near each digital signature and seal on each plan sheet.
2. Plan Sheet S006 contains a structural special inspection plan. Provide the following revisions within the special inspection plan:
• Add statement referencing a final special inspection report is required and must include a signed and sealed statement in substantial form in FBCB Section 110.8.4.1. Statement shall indicate final report to be provided to the Palm Coast Building Official in compliance with FBCB Section 110.8.4.1.
• Add statement indicating the location where logs and reports will be maintained on the job site and that reports are open for inspection to the City of Palm Coast Building Official at any time. AHJ.
• Add statement referencing compliance with FBCB Section 110.8.4.2.
• Add statement referencing compliance with FBCB Section 110.8.4.3 (as may be necessary).
• Add statement indicating all construction work requiring special inspection shall remain open, accessible and exposed for special inspection and testing purposes until the special inspector authorizes work to be covered or concealed. AHJ.
• Add statement indicating all special inspectors are responsible to the enforcement agency – the City of Palm Coast Building Division, and shall report any and all deviations from the special inspection plan immediately in writing to the Palm Coast Building Official at pbuckley@palmcoastgov.com.
• Add statement indicating all special inspectors approved to conduct special inspections shall be architects and / or professional engineers with licenses authorizing them to perform special inspections per F.S. Chapters 471, 481.
• Provide list of all special inspectors by firm name and individual name and license number that are approved to conduct special inspections by the architect and / or professional engineer of record. F.S. Chapter 471, 481.
• Provide list of Testing Agencies licensed as professional engineers in Florida per F.S. Chapter 471.
3. General contractor shall provide a separate statement on company letterhead indicating they have; 1.) read and understand the special inspection plan; 2.) understand their obligations to call and schedule all required special inspections, both periodic and continuous as designated in the special inspection plan; 3.) they will not cover, conceal or otherwise proceed with any work beyond the work requiring special inspection approval by the special inspector(s); 4.) understand any work covered or concealed without the special inspectors approval is subject to removal of any finish or other construction material to expose the work for special inspection approval upon order of the Palm Coast Building Official; 5.) that no work requiring special inspection will be performed by anyone other than the approved special inspector(s).
4. Provide a copy of an executed contract between the fee owner of the buildings and the special inspector(s). FBCB Section 110.8.3.
• Contract to indicate the costs of employing the special inspector shall be paid for by the fee owner.
• Contract to include a statement the special inspector is responsible to the enforcement agency – the City of Palm Coast Building Division.
• Contract shall be by and between the fee owner and a person certified, licensed or registered under F.S. Chapter 471 as a professional engineer or under F.S. Chapter 481 as a licensed architect or both.
5. Provide copies of State of Florida licenses for all special inspectors that indicate they are licensed architects per F.S. 481, licensed professional engineers per F.S. 471 and are also approved special inspectors by the State of Florida.
6. Provide AWS certificates for personnel performing welding.

Plan Sheet G-002
1. In the Applicable Codes notes, remove all references to the International Codes and replace with references to the 2023 Florida Building Code, 2023 Florida Plumbing Code, 2023 Florida Mechanical Code, and 2023 Florida Energy Conservation Code. Remove all references to “Florida State Amendments”. FYI, the Florida Building Codes are not referenced as amendments to the International Codes.
2. Change reference from 2023 National Electric Code to the 2020 National Electric Code. Also remove “Florida State Amendments” as the National Electric Code does not contain any Florida Amendments.
3. Change reference to the “Florida Fire Prevention Code” before the acronym FFPC. Change the edition from 7th to 8th.
Plan Sheet G-110
1. There are references to incorrect tables possibly due to references to the International Codes, please remedy. AHJ.
2. In the General Building Heights & Areas section the wrong table is referenced. The allowable building height in feet is incorrect. The allowable floor area is incorrect. AHJ, FBCB Sections 503, 504, 506.
3. The occupancy classification of the garages should be changed from Group S-1 to U as these are private garages for use by tenants, not commercial garages. FBC Section 311, 312, 508.1, 508.2. See No. 10 and 11 below.
4. In the Florida Summary & Applicable Codes Section change all references from the International Codes to the appropriate Florida Building Codes as noted above. AHJ.
5. In the Florida Summary & Applicable Codes section provide expanded code analysis justifying building floor areas, height and stories. You must add proposed Construction Type in this section along with the Occupancy classifications already shown and then provide allowable areas per floor versus actual areas per floor. You will need to do this for building height, and number of stories as well. Construction Type is not even mentioned until the Construction Type section but is needed to be mentioned elsewhere in order to complete allowable floor areas, building height and number of stories. Sections 504.2, 504.3, 504.4, 506.1.
6. Remove reference to Section 505 “Mezzanines and Equipment Platforms”. There are no mezzanines and / or equipment platforms in this building. AHJ.
7. This is a mixed occupancy, multi-story building. Determine compliance with FBCB Section 506.2.4.
8. If you are claiming an area increase based on frontage, then provide a complete calculation per FBC Section 506.3 through 506.3.3 and Table 506.3.3. Add calculated floor area increase to At – Tabular Areas. How did you determine an increase of 15,000 square feet? I see the calculations and building diagrams on Plan Sheet G-201, but I still have questions as the maximum increase is 75%. Seems to me this would be 12,000 (tabular area) X 75% = 9,000 + 12,000 = 21,000. What am I missing here?
9. Remove reference to Section 507 “Unlimited Areas Buildings” it is not applicable to this occupancy and construction type as well as this project.
10. If the private garages are to be treated as accessory occupancies, show total aggregate floor area for accessory occupancies not to exceed 10% of each floor area in the story in which they are located. Provide calculation for each floor. Indicate they do not exceed tabular area values for non-sprinkled buildings per Table 506.2. FBCB Section 508.2.3.
11. If private garages are to be treated as non-separated occupancy from the R-2 occupancy, then demonstrate the building complies with FBCB Sections 508.3.2, 503.1, 504, 506 and 602. I believe I understand why the garages are being classified as Group S-1.
12. In the Types of Construction section remove the reference to Section 602 “Fire-Resistance Rating”. This section and table no longer exists in the 2023 FBCB. Refer to FBCB Section 705.5.
13. In the Types of Construction section, row for “non-bearing walls and partitions – exterior” provide the required fire-resistive rating per Table 705.5 which is “0”. Add note: “FSD > 30 ft.” and if you wish you can keep note per Table 705.5 or similar language. The purpose here is to document the non-bearing exterior walls and partitions do not require any particular fire-resistive rating based on distance to assumed / imaginary lines between buildings.
14. Enlarge Table 705.5 if you intend to utilize it in your code analysis – it is nearly unreadable and of a different scale than other items on this plan sheet. Same for Table 1006.2, and other FBCB tables cut and pasted into this plan sheet. Many of the footnotes are not readable.
15. Provide occupant load section. Determine occupant load for each occupancy classification and for each story as well as total building occupant load. Show calculations. Round decimals to the next whole occupant. Residential occupant load calculations are based on gross floor area of the R occupancy. Corridors, stairways and other rooms and spaces within the R occupancy area that are not independently classified as another occupancy or are exempted spaces (shafts with no opening / interior courts) are part of the gross floor area of the R occupancy. Please confirm by note or other means the entire gross floor area is being used to determine the occupant load. See definition of “Floor Area, Gross in Section 202. Revise occupant load and cumulative occupant loads as may be necessary. Please verify all components of the means of egress design accommodates the increased number of occupants. Section 1004.1, 1004.5, Table 1004.5. See later comments in this review related to Means of Egress Sizing.
16. In the Building Envelope Requirements section, replace International Energy Conservation Code with 2023 Florida Building Code-Energy Conservation. Check to ensure the correct FBCEC code sections and table are referenced. Replace Flanger County with Flagler County.
17. In the Plumbing Fixture Reqs. section, cite source of the provided table. Provide explanation how this building and apartments meet or exceed the required plumbing fixture counts.
18. I am requesting you go through the rest of the cited tables and code sections and verify they correlate with the FBCB – not the IBC.
Plan Sheet G-201
1. Please explain the purpose of the Grade Plane Calculation. From the various elevation plan sheets and building perspective plans, I do not see any indication of a story that could be considered a basement. Both building types appear to be three stories. Is there a purpose for this information? Are you trying to designate one or more buildings as a two-story building? Please advise.
2. Please explain placement of the universal symbol of accessibility. Does it signify accessible dwelling units or accessible garages? Both? See previous accessibility comments above.
3. According to the City approved Site Plan, there are four (4) garages that must be accessible to persons with disabilities. In relation to the preceding comment, which garages are accessible and have they been provided the necessary parking space and accessible side aisle dimensions to comply with FBCA Section 502?
Plan Sheet G310
1. Revise occupant loads for each floor of the building per FBCB Section 1004.4 and Table 1004.4 based on gross floor area of this residential occupancy.
2. Expand means of egress design by way of addressing Means of Egress Sizing per FBCB Section 1005. Revise number of occupants served at each stairway and provide cumulative occupant loads on each floor as well as total occupants served at each grade level exit discharge. Revise required exit width calculations for stairs and other means of egress components based on revised occupant loads. FBCB Sections 1005.1 through 1005.7.3. Of particular importance, address continuity and capacity per Section 1005.4, distribution of minimum width and required capacity per Section 1005.5 and egress convergence per Section 1005.6.
3. I do not see any design details for areas of refuge and believe they are required per Section 1007 of the 2003 IBC as referenced in FBCA Section 105.2.4 (see also Advisory 105.2.4). Two accessible means of egress required where more than one means of egress is required. Accessible means of egress may be by exit stairways or evacuation elevators when provided in conjunction with horizontal exits or areas of refuge. The 2003 IBC provides requirements for areas of refuge which are fire-rated spaces on levels above or below the exit discharge level. See 2003 IBC Section 1007.1 through 1007.8.3 and provide design of areas of refuge according to applicable code provisions.
Plan Sheet A111 and A112
1. Please confirm all exterior walls are load bearing. Wall fire ratings include a gray shaded bar indicating bearing wall locations; however, it appears none of the exterior walls are shaded. Exterior walls supporting 2nd and 3rd floors on the short axis of the building are load bearing due to the direction and bearing of floor framing members. Exterior walls along both the long and short axis of the building are load bearing due to the direction and bearing of roof framing members. See FBCB Section 202 and definition of “Wall, Load Bearing”.
2. Identify location of required emergency escape windows on floor plan. FBCB Section 1030
3. Identify location of windows requiring window fall prevention. FBCB Section 1015.8.

General / All Plan Sheets
1. All plan review comments in this and other plan reviews shall be responded to in letter format signed and sealed by the registered design professionals responsible for addressing the comments. In addition, all plan sheets where revisions are made based on review comments shall be clouded indicating the presence of a plan revision.
2. Only those plan sheets containing revisions shall be uploaded to the permit portal. Previous plan sheets replaced with new plan sheets will be “rejected” by the Building Division so as not to be printed or issued with the approved set of plans. DO NOT RE-SUBMIT A FULL PLAN SET.
3. All plan sheets signed and sealed by Florida licensed professional engineers shall contain verifiable digital signatures and seals per F.S. 471.025 and F.A.C. 61G15-23.004 including the required statement in 61G15-23.004 (3) (d). It is understood re-submittal of plans already in the City’s possession has resolved this comment.
4. All plan sheets signed and sealed by Florida licensed architects shall contain verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. It is understood re-submittal of plans already in the City’s possession has resolved this comment.
5. All architectural plan sheets shall contain an architect’s title block with firm name and telephone number, business qualifier’s license number, date prepared, a space for the architect’s signature and digital seal, a space for the printed name and license / registration number of the person sealing the documents and the date(s) plans are revised. F.A.C. 61G1-16.004.
6. All plan sheets signed and sealed by Florida licensed professional engineers shall contain an engineer’s title block with printed name, address and license number of the engineer who sealed the plan sheet. If the engineer who seals the plans is practicing through a duly authorized qualified engineering business organization, the title block shall contain the printed name and address of the engineering business. The engineer’s title block shall include identification of the project by complete address including City of Palm Coast. F.A.C. 61G15-23.001 (1), (4), (a) 1. 2., (b) 1. 2., (a), (b), (c).
7. Plans appear to include include complete design, construction and assembly details for all fire-resistive rated construction. References to ASTM E119, UL263 or other approved fire-resistance design methods listed in FBCB Section 703.3 have been provided. Plans do not appear to include complete details for all opening protectives, through and membrane penetration fire-stop and fire-resistant joint systems. For opening protectives, through and membrane penetration systems, fire-stop and fire resistant joint systems and similar, complete details means the manufacturer’s complete installation instructions and specifications. The purpose of this standard is for the registered design professional to take design responsibility of fire resistive rated construction on the plans where a record is created and designs are signed and sealed in accordance with Florida Statutes. It is also intended to ensure contractors are provided with all details required for constructability and building inspectors are provided complete details necessary for inspection. FBCB Section 107.3.5.
Note: As an alternative to plan sheets containing the documentation described above, a separate specification manual may be provided with a cover sheet and index signed and sealed in accordance with verifiable digital signatures and seals per F.S. 481.221 and F.A.C. 61G1-16.005. If no cover sheet is provided, then all sheets shall be signed and sealed. Revisions to fire-resistive rated construction shall be submitted in the same manner. If these documents are not ready for submittal, the architect can list them on the plans as a deferred submittal. FBCB Sections 107.3.4.1, 703, 707, 710, 711, 712, 712, 713, 714, 715, 716, 717, 718.
8. Plans shall include a design statement by the architect of record certifying design compliance with accessibility provisions of the Florida Building Code-Accessibility; and / or, where necessary, the Department of Housing and Urban Development under Section 504 of the Rehabilitation Act of 1973.
• A statement confirming the project is subject to compliance with Section 504 of the Rehabilitation Act of 1973. Statement to also address:
o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 in the numbers required by applicable HUD regulations have been provided. FBCA Section 233.2.
o Residential dwelling units required to provide mobility features are located on an accessible route per FBCA Section 206.
o Residential dwelling units are provided with communication features complying with FBCA Section 809.5 in numbers required by HUD.
Or;
• A statement confirming the project is subject to compliance with FBCA Section 233.3. Statement to also address:
o Residential dwelling units with mobility features complying with FBCA Sections 809.2 through 809.4 have been provided in the numbers required. FBCA Section 233.3.1.1.
o Residential dwelling units required to provide mobility features are located on an accessible route per FBCA Section 206.
o Residential dwelling units with communication features complying with FBCA 809.5 in the numbers required by FBCA Section 233.3.1.2.
o Residential dwelling units required to provide mobility features complying with FBCA Sections 809.2 through 809.4 and dwelling units required to provide communication features complying with Section 809.5 are a.) dispersed among the various types of residential dwelling units provided in the facility and b.) provide choices of residential dwelling units comparable to, and integrated with, those available to other residents.
• Whether accessibility design is intended to comply with Section 504 of the Rehabilitation Act of 1973 or Section 233.3 of the FBCA provide statement regarding vertical accessibility and compliance with F.S. 553.509 and FBCA Section 201.1.1.
The design statements above shall be included in a conspicuous location on plans, preferably the plan cover sheet and shall be accompanied by a matrix or other means of identifying and cataloging accessible dwelling units, mobility and communication features and dispersion in accordance with these sections. Location of this information on other plan sheets as deemed appropriate by the architect of record is acceptable.
9. Plan sheets include numerous references to the IBC, IMC, IPC, IFGC and IECC. Each reference shall be removed and replaced with the appropriate 2023 Florida Building Codes. All code sections referenced under the International Codes shall be revised to the corresponding 2023 Florida Building Code Sections and wording, where used, shall be revised to match the exact wording in the 2023 Florida Building Codes.
10. I cannot locate any information regarding sound transmission compliance with FBCB Section 1207. Am I overlooking it? Please advise

Deferred Submittals
1. Architect to provide a complete list of deferred submittals per FBCB Section 107.3.4.1 including a list of any items listed by the structural engineer of record on their accompanying plan sheets (e.g. roof trusses, floor trusses, guards, pre-manufactured stairs, etc.).
Fire Protection Systems Design
1. Provide engineering design for fire sprinkler systems and fire alarm systems as part of these submitted plans. A Florida licensed professional engineer is responsible to establish design concepts established through the Responsibility Rules adopted by the Florida Board of Professional Engineers. F.S. 633.102 (19). Layout of risers, cross mains, branch lines, sprinkler heads, sizing of pipe, hanger locations, and hydraulic calculations in accordance with the design concepts established by the engineer are provided by the licensed fire protection contractor under separate building permit for installation of fire sprinkler and fire alarm systems.
2. Provide note on plans that all fire protection systems including fire sprinkler systems and fire alarm systems are to be by separate permit.
Instructions to General Contractor
1. Prior to issuance of any building permit for this project, the general contractor will provide a written “fire safety” or “safeguards during construction” plan in accordance with the Florida Fire Prevention Code Chapter 16 (see Fire plan review comments) and FBCB Chapter 33. The plan, at a minimum, shall include details for fire extinguishers per FBCB Section 3309, means of egress per FBCB Section 3310, standpipes per Section 3311, and water supply for fire protection per FBCB Section 3313. The plan shall also address, at a minimum, housekeeping, on-site security, pre-fire planning, access for fire-fighting, means of egress stairs, standpipes (4 story buildings) and fire protection during construction. The plan is subject to review and approval by the Palm Coast Fire Marshal.
Special Inspections / Threshold Building
1. The EOR has designated this building is subject to special inspections. By default, under Florida Statues and the FBCB, by definition this building is therefore a “threshold building” and is subject to FBCB Section 110.8. All plan sheets signed and sealed by the architect and engineer of record shall include the statement (without modification) in Section 110.8.4.4. The statement shall appear adjacent and / or near each digital signature and seal on each plan sheet.
2. Plan Sheet S006 contains a structural special inspection plan. Provide the following revisions within the special inspection plan:
• Add statement referencing a final special inspection report is required and must include a signed and sealed statement in substantial form in FBCB Section 110.8.4.1. Statement shall indicate final report to be provided to the Palm Coast Building Official in compliance with FBCB Section 110.8.4.1.
• Add statement indicating the location where logs and reports will be maintained on the job site and that reports are open for inspection to the City of Palm Coast Building Official at any time. AHJ.
• Add statement referencing compliance with FBCB Section 110.8.4.2.
• Add statement referencing compliance with FBCB Section 110.8.4.3 (as may be necessary).
• Add statement indicating all construction work requiring special inspection shall remain open, accessible and exposed for special inspection and testing purposes until the special inspector authorizes work to be covered or concealed. AHJ.
• Add statement indicating all special inspectors are responsible to the enforcement agency – the City of Palm Coast Building Division, and shall report any and all deviations from the special inspection plan immediately in writing to the Palm Coast Building Official at pbuckley@palmcoastgov.com.
• Add statement indicating all special inspectors approved to conduct special inspections shall be architects and / or professional engineers with licenses authorizing them to perform special inspections per F.S. Chapters 471, 481.
• Provide list of all special inspectors by firm name and individual name and license number that are approved to conduct special inspections by the architect and / or professional engineer of record. F.S. Chapter 471, 481.
• Provide list of Testing Agencies licensed as professional engineers in Florida per F.S. Chapter 471.
3. General contractor shall provide a separate statement on company letterhead indicating they have; 1.) read and understand the special inspection plan; 2.) understand their obligations to call and schedule all required special inspections, both periodic and continuous as designated in the special inspection plan; 3.) they will not cover, conceal or otherwise proceed with any work beyond the work requiring special inspection approval by the special inspector(s); 4.) understand any work covered or concealed without the special inspectors approval is subject to removal of any finish or other construction material to expose the work for special inspection approval upon order of the Palm Coast Building Official; 5.) that no work requiring special inspection will be performed by anyone other than the approved special inspector(s).
4. Provide a copy of an executed contract between the fee owner of the buildings and the special inspector(s). FBCB Section 110.8.3.
• Contract to indicate the costs of employing the special inspector shall be paid for by the fee owner.
• Contract to include a statement the special inspector is responsible to the enforcement agency – the City of Palm Coast Building Division.
• Contract shall be by and between the fee owner and a person certified, licensed or registered under F.S. Chapter 471 as a professional engineer or under F.S. Chapter 481 as a licensed architect or both.
5. Provide copies of State of Florida licenses for all special inspectors that indicate they are licensed architects per F.S. 481, licensed professional engineers per F.S. 471 and are also approved special inspectors by the State of Florida.
6. Provide AWS certificates for personnel performing welding.

Plan Sheet G-002
1. In the Applicable Codes notes, remove all references to the International Codes and replace with references to the 2023 Florida Building Code, 2023 Florida Plumbing Code, 2023 Florida Mechanical Code, and 2023 Florida Energy Conservation Code. Remove all references to “Florida State Amendments”. FYI, the Florida Building Codes are not referenced as amendments to the International Codes.
2. Change reference from 2023 National Electric Code to the 2020 National Electric Code. Also remove “Florida State Amendments” as the National Electric Code does not contain any Florida Amendments.
3. Change reference to the “Florida Fire Prevention Code” before the acronym FFPC. Change the edition from 7th to 8th.
Plan Sheet G-110
1. There are references to incorrect tables possibly due to references to the International Codes, please remedy. AHJ.
2. In the General Building Heights & Areas section the wrong table is referenced. The allowable building height in feet is incorrect. The allowable floor area is incorrect. AHJ, FBCB Sections 503, 504, 506.
3. The occupancy classification of the garages should be changed from Group S-1 to U as these are private garages for use by tenants, not commercial garages. FBC Section 311, 312, 508.1, 508.2. See No. 10 and 11 below.
4. In the Florida Summary & Applicable Codes Section change all references from the International Codes to the appropriate Florida Building Codes as noted above. AHJ.
5. In the Florida Summary & Applicable Codes section provide expanded code analysis justifying building floor areas, height and stories. You must add proposed Construction Type in this section along with the Occupancy classifications already shown and then provide allowable areas per floor versus actual areas per floor. You will need to do this for building height, and number of stories as well. Construction Type is not even mentioned until the Construction Type section but is needed to be mentioned elsewhere in order to complete allowable floor areas, building height and number of stories. Sections 504.2, 504.3, 504.4, 506.1.
6. Remove reference to Section 505 “Mezzanines and Equipment Platforms”. There are no mezzanines and / or equipment platforms in this building. AHJ.
7. This is a mixed occupancy, multi-story building. Determine compliance with FBCB Section 506.2.4.
8. If you are claiming an area increase based on frontage, then provide a complete calculation per FBC Section 506.3 through 506.3.3 and Table 506.3.3. Add calculated floor area increase to At – Tabular Areas. How did you determine an increase of 15,000 square feet? I see the calculations and building diagrams on Plan Sheet G-201, but I still have questions as the maximum increase is 75%. Seems to me this would be 12,000 (tabular area) X 75% = 9,000 + 12,000 = 21,000. What am I missing here?
9. Remove reference to Section 507 “Unlimited Areas Buildings” it is not applicable to this occupancy and construction type as well as this project.
10. If the private garages are to be treated as accessory occupancies, show total aggregate floor area for accessory occupancies not to exceed 10% of each floor area in the story in which they are located. Provide calculation for each floor. Indicate they do not exceed tabular area values for non-sprinkled buildings per Table 506.2. FBCB Section 508.2.3.
11. If private garages are to be treated as non-separated occupancy from the R-2 occupancy, then demonstrate the building complies with FBCB Sections 508.3.2, 503.1, 504, 506 and 602. I believe I understand why the garages are being classified as Group S-1.
12. In the Types of Construction section remove the reference to Section 602 “Fire-Resistance Rating”. This section and table no longer exists in the 2023 FBCB. Refer to FBCB Section 705.5.
13. In the Types of Construction section, row for “non-bearing walls and partitions – exterior” provide the required fire-resistive rating per Table 705.5 which is “0”. Add note: “FSD > 30 ft.” and if you wish you can keep note per Table 705.5 or similar language. The purpose here is to document the non-bearing exterior walls and partitions do not require any particular fire-resistive rating based on distance to assumed / imaginary lines between buildings.
14. Enlarge Table 705.5 if you intend to utilize it in your code analysis – it is nearly unreadable and of a different scale than other items on this plan sheet. Same for Table 1006.2, and other FBCB tables cut and pasted into this plan sheet. Many of the footnotes are not readable.
15. Provide occupant load section. Determine occupant load for each occupancy classification and for each story as well as total building occupant load. Show calculations. Round decimals to the next whole occupant. Residential occupant load calculations are based on gross floor area of the R occupancy. Corridors, stairways and other rooms and spaces within the R occupancy area that are not independently classified as another occupancy or are exempted spaces (shafts with no opening / interior courts) are part of the gross floor area of the R occupancy. Please confirm by note or other means the entire gross floor area is being used to determine the occupant load. See definition of “Floor Area, Gross in Section 202. Revise occupant load and cumulative occupant loads as may be necessary. Please verify all components of the means of egress design accommodates the increased number of occupants. Section 1004.1, 1004.5, Table 1004.5. See later comments in this review related to Means of Egress Sizing.
16. In the Building Envelope Requirements section, replace International Energy Conservation Code with 2023 Florida Building Code-Energy Conservation. Check to ensure the correct FBCEC code sections and table are referenced. Replace Flanger County with Flagler County.
17. In the Plumbing Fixture Reqs. section, cite source of the provided table. Provide explanation how this building and apartments meet or exceed the required plumbing fixture counts.
18. I am requesting you go through the rest of the cited tables and code sections and verify they correlate with the FBCB – not the IBC.
Plan Sheet G-201
1. Please explain the purpose of the Grade Plane Calculation. From the various elevation plan sheets and building perspective plans, I do not see any indication of a story that could be considered a basement. Both building types appear to be three stories. Is there a purpose for this information? Are you trying to designate one or more buildings as a two-story building? Please advise.
2. Please explain placement of the universal symbol of accessibility. Does it signify accessible dwelling units or accessible garages? Both? See previous accessibility comments above.
3. According to the City approved Site Plan, there are four (4) garages that must be accessible to persons with disabilities. In relation to the preceding comment, which garages are accessible and have they been provided the necessary parking space and accessible side aisle dimensions to comply with FBCA Section 502?
Plan Sheet G310
1. Revise occupant loads for each floor of the building per FBCB Section 1004.4 and Table 1004.4 based on gross floor area of this residential occupancy.
2. Expand means of egress design by way of addressing Means of Egress Sizing per FBCB Section 1005. Revise number of occupants served at each stairway and provide cumulative occupant loads on each floor as well as total occupants served at each grade level exit discharge. Revise required exit width calculations for stairs and other means of egress components based on revised occupant loads. FBCB Sections 1005.1 through 1005.7.3. Of particular importance, address continuity and capacity per Section 1005.4, distribution of minimum width and required capacity per Section 1005.5 and egress convergence per Section 1005.6.
3. I do not see any design details for areas of refuge and believe they are required per Section 1007 of the 2003 IBC as referenced in FBCA Section 105.2.4 (see also Advisory 105.2.4). Two accessible means of egress required where more than one means of egress is required. Accessible means of egress may be by exit stairways or evacuation elevators when provided in conjunction with horizontal exits or areas of refuge. The 2003 IBC provides requirements for areas of refuge which are fire-rated spaces on levels above or below the exit discharge level. See 2003 IBC Section 1007.1 through 1007.8.3 and provide design of areas of refuge according to applicable code provisions.
Plan Sheet A111 and A112
1. Please confirm all exterior walls are load bearing. Wall fire ratings include a gray shaded bar indicating bearing wall locations; however, it appears none of the exterior walls are shaded. Exterior walls supporting 2nd and 3rd floors on the short axis of the building are load bearing due to the direction and bearing of floor framing members. Exterior walls along both the long and short axis of the building are load bearing due to the direction and bearing of roof framing members. See FBCB Section 202 and definition of “Wall, Load Bearing”.
2. Identify location of required emergency escape windows on floor plan. FBCB Section 1030
3. Identify location of windows requiring window fall prevention. FBCB Section 1015.8.
