1. 3. The occupancy classification of the garages should be changed from Group S-1 to U as these are private garages for use by tenants, not commercial garages. FBC Section 311, 312, 508.1, 508.2. See No. 10 and 11 below.
4. In the Florida Summary & Applicable Codes Section change all references from the International Codes to the appropriate Florida Building Codes as noted above. AHJ.
5. In the Florida Summary & Applicable Codes section provide expanded code analysis justifying building floor areas, height and stories. You must add proposed Construction Type in this section along with the Occupancy classifications already shown and then provide allowable areas per floor versus actual areas per floor. You will need to do this for building height, and number of stories as well. Construction Type is not even mentioned until the Construction Type section but is needed to be mentioned elsewhere in order to complete allowable floor areas, building height and number of stories. Sections 504.2, 504.3, 504.4, 506.1.

7. This is a mixed occupancy, multi-story building. Determine compliance with FBCB Section 506.2.4.
8. If you are claiming an area increase based on frontage, then provide a complete calculation per FBC Section 506.3 through 506.3.3 and Table 506.3.3. Add calculated floor area increase to At - Tabular Areas. How did you determine an increase of 15,000 square feet? I see the calculations and building diagrams on Plan Sheet G-201, but I still have questions as the maximum increase is 75%. Seems to me this would be 12,000 (tabular area) X 75% = 9,000 + 12,000 = 21,000. What am I missing here?

If the private garages are to be treated as accessory occupancies, show total aggregate floor area for accessory occupancies not to exceed 10% of each floor area in the story in which they are located. Provide calculation for each floor. Indicate they do not exceed tabular area values for non-sprinkled buildings per Table 506.2. FBCB Section 508.2.3.
11. If private garages are to be treated as non-separated occupancy from the R-2 occupancy, then demonstrate the building complies with FBCB Sections 508.3.2, 503.1, 504, 506 and 602. I believe I understand why the garages are being classified as Group S-1.
12. In the Types of Construction section remove the reference to Section 602 "Fire-Resistance Rating". This section and table no longer exists in the 2023 FBCB. Refer to FBCB Section 705.5.
13. In the Types of Construction section, row for "non-bearing walls and partitions - exterior" provide the required fire-resistive rating per Table 705.5 which is "0". Add note: "“FSD > 30 ft." and if you wish you can keep note per Table 705.5 or similar language. The purpose here is to document the non-bearing exterior walls and partitions do not require any particular fire-resistive rating based on distance to assumed / imaginary lines between buildings.
14. Enlarge Table 705.5 if you intend to utilize it in your code analysis - it is nearly unreadable and of a different scale than other items on this plan sheet. Same for Table 1006.2, and other FBCB tables cut and pasted into this plan sheet. Many of the footnotes are not readable.
15. Provide occupant load section. Determine occupant load for each occupancy classification and for each story as well as total building occupant load. Show calculations. Round decimals to the next whole occupant. Residential occupant load calculations are based on gross floor area of the R occupancy. Corridors, stairways and other rooms and spaces within the R occupancy area that are not independently classified as another occupancy or are exempted spaces (shafts with no opening / interior courts) are part of the gross floor area of the R occupancy. Please confirm by note or other means the entire gross floor area is being used to determine the occupant load. See definition of "Floor Area, Gross" in Section 202. Revise occupant load and cumulative occupant loads as may be necessary. Please verify all components of the means of egress design accommodates the increased number of occupants. Section 1004.1, 1004.5, Table 1004.5. See later comments in this review related to Means of Egress Sizing.
16. In the Building Envelope Requirements section, replace International Energy Conservation Code with 2023 Florida Building Code-Energy Conservation. Check to ensure the correct FBCEC code sections and table are referenced. Replace Flanger County with Flagler County.
17. In the Plumbing Fixture Reqs. section, cite source of the provided table. Provide explanation how this building and apartments meet or exceed the required plumbing fixture counts.
18. I am requesting you go through the rest of the cited tables and code sections and verify they correlate with the FBCB - not the IBC.
Plan Sheet G-201
1. Please explain the purpose of the Grade Plane Calculation. From the various elevation plan sheets and building perspective plans, I do not see any indication of a story that could be considered a basement. Both building types appear to be three stories. Is there a purpose for this information? Are you trying to designate one or more buildings as a two-story building? Please advise.
2. Please explain placement of the universal symbol of accessibility. Does it signify accessible dwelling units or accessible garages? Both? See previous accessibility comments above.
3. According to the City approved Site Plan, there are four (4) garages that must be accessible to persons with disabilities. In relation to the preceding comment, which garages are accessible and have they been provided the necessary parking space and accessible side aisle dimensions to comply with FBCA Section 502?
Plan Sheet G-311
1. Revise occupant loads for each floor of the building per FBCB Section 1004.4 and Table 1004.4 based on gross floor area of this residential occupancy.
2. Expand means of egress design by way of addressing Means of Egress Sizing per FBCB Section 1005. Revise number of occupants served at each stairway and provide cumulative occupant loads on each floor as well as total occupants served at each grade level exit discharge. Revise required exit width calculations for stairs and other means of egress components based on revised occupant loads. FBCB Sections 1005.1 through 1005.7.3. Of particular importance, address continuity and capacity per Section 1005.4, distribution of minimum width and required capacity per Section 1005.5 and egress convergence per Section 1005.6.
3. I do not see any design details for areas of refuge and believe they are required per Section 1007 of the 2003 IBC as referenced in FBCA Section 105.2.4 (see also Advisory 105.2.4). Two accessible means of egress required where more than one means of egress is required. Accessible means of egress may be by exit stairways or evacuation elevators when provided in conjunction with horizontal exits or areas of refuge. The 2003 IBC provides requirements for areas of refuge which are fire-rated spaces on levels above or below the exit discharge level. See 2003 IBC Section 1007.1 through 1007.8.3 and provide design of areas of refuge according to applicable code provisions.
Plan Sheet A-116 and A-117
1. Please confirm all exterior walls are load bearing. Wall fire ratings include a gray shaded bar indicating bearing wall locations; however, it appears none of the exterior walls are shaded. Exterior walls supporting 2nd and 3rd floors on the short axis of the building are load bearing due to the direction and bearing of floor framing members. Exterior walls along both the long and short axis of the building are load bearing due to the direction and bearing of roof framing members. See FBCB Section 202 and definition of "Wall, Load Bearing".
2. Identify location of required emergency escape windows on floor plan. FBCB Section 1030.
3. Identify location of windows requiring window fall prevention. FBCB Section 1015.8.
