Turbidity barriers shall remain in place until all upland areas have been restored and all landscaping and final lot improvements have been completed and the ROW Final Inspection is approved by the City. 6. Turbidity barriers shall not be anchored or otherwise attached to any seawall. 7. Existing seawall panels, bulkhead cap, restraints / deadman, seawall panels shall be completely removed from the City of Palm Coast Right-of-Way and lawfully disposed of in accordance with Florida Statutes and Department of Environmental Protection regulations. Exceptions for partial seawall reconstruction projects may be accepted by the City of Palm Coast at its discretion and with prior coordination and approval before commencement of seawall removal / deconstruction. 8. The new seawall shall be installed entirely within private property and in vertical and horizontal alignment with existing, adjacent seawalls. If no adjacent seawalls exist then seawall panels are to be installed within private property. Not more than one-half of the bulkhead cap may project into the City Right-of-Way provided no part of the seawall panels project into the Right of Way. 9. The top of the seawall bulkhead cap shall be a maximum of elevation of 2.5 feet based on the NAVD 88. 10. The top of the seawall bulkhead cap may be increased in elevation when connection to an existing bulkhead at the end of the canal is necessary but in no case can the new seawall cap be at a higher elevation than the bulkhead at the end of the canal. The maximum allowed transition in elevation is the width of one (1) seawall panel. 11. Upon completion of the seawall, backfill and grading disturbed areas shall be immediately sodded. Erosion control devices shall be maintained until the site is sodded. PLAN REVIEW COMMENTS 1.
