Provide a complete written project construction phasing schedule explaining and outlining the intended sequencing and completion of all site improvements. a. In conjunction with the written narrative above, provide a Site Plan defining by markings, each construction phase and note the order of completion of each phase and all buildings, facilities and other site features and amenities intended to be completed within each phase. b. Provide intended completion schedules for all site improvements and facilities to be completed in each phase to include parking lots / areas, recreation trails, dog parks, outdoor amenities such as recreation courts, fields and similar, mail kiosks, amenity centers, gyms, swimming pools, fishing piers, gazebos, pavilions and any other facility described in the Development Plans. c. Indicate areas where the first lift of asphalt will be provided. Include a completion schedule for the second and final lift of asphalt is to be completed. Provide a timeline of when the temporary and permanent stripping is to be complete. d. Indicate areas of temporary parking and roadway markings / striping. Provide a completion schedule of when the temporary and permanent striping is to be completed. e. Indicate the installation of landscaping around buildings and in different areas of the site such as common areas, parking areas, recreation and in what stages will they be installed 2. Identify location of fire department access roads through site. a. Indicate whether access roads or portions thereof will be permanent or temporary, stabilized roads. b. Indicate points of site ingress and egress. c. Provide minimum clear widths of 20 feet for one direction access roads and 24 feet for two-way access roads. d. For access roads exceeding 150 feet in length, indicate path of travel to site egress without backing or turning. e. Dead-end access roads of more than 150 feet in length shall be provided with a full-movement turn-around of 104 feet in diameter to accommodate fire apparatus. f. Indicate fire access roads will extend to within 50 feet of at least one entry to all buildings. g. For temporary, stabilized access roads provide a roadway cross section and material details by the project engineer able to support 75,000 pound fire apparatus and an all-weather surface. h. Add notes to indicate temporary, stabilized fire access roads to be maintained by the project developer and deficiencies identified by the Palm Coast Fire Department shall be promptly corrected by the developer to the satisfaction of the Palm Coast Fire Department. 3. Please provide a note on the plans stating: The required fire hydrants and water supply will be installed, flow tested, and flow test reports submitted to the Palm Coast Building Department for review and approval. No storage of combustible materials and no vertical construction is permitted to occur until fire-flow test reports have been approved. If completion of water supply and fire hydrants is intended to be part of a Phasing Plan, then fire hydrants intended to be “in-service” shall be shown in conjunction with each phase. 4. Denote and map area for FDEP partial clearance for water main on-site plan. 5. A sign is required to be located on each building at a location approved by the City stating the following: “NOTICE: DO NOT CONNECT WATER OR SEWER LINES”. This sign should be in English and Spanish. (See Exhibit B). Signs are required to be maintained and always in vertical position. 6. If this site has a SWPPP on file all requirements listed in this plan must be met to include the stabilization of areas not to be built on with seeds. 7.
