| Note: Held By: CHRIS PISCITELLI - (386)986-2574 - CPISCITELLI@PALMCOASTGOV.COM COMMENTS BELOW PER THE 2023 FLORIDA BUILDING CODE-BUILDING (FBCB), CITY OF PALM COAST LAND DEVELOPMENT CODE, CITY OF PALM COAST TECHNICAL MANUAL (COPCTM), FLORIDA STATUTES (FS), FLORIDA ADMINISTRATIVE CODE (FAC), AND AUTHORITY HAVING JURISDICTION (AHJ). Add General Note (or similarly titled) section titled “City of Palm Coast Seawalls, Bulkheads and Revetments Construction Standards” conspicuously displayed on the plans and add the following general notes: 1. Seawall and revetment construction shall conform to the City of Palm Coast Technical Manual Engineering Design Standards Section 1100.09 Seawalls / Bulkheads and Revetments and the City of Palm Coast Unified Land Development Code Chapter 4, Section 4.01.06. In the event of conflict between seawall and revetment design plans and The City of Palm Coast Technical Manual Engineering Design Standards Section 1100.09, the City of Palm Coast Technical Manual Engineering Design Standards Section 1100.09 and the Unified Land Development Code Chapter 4, Section 4.01.06 shall be controlling. 2. Turbidity barriers shall be installed and maintained in accordance with the City of Palm Coast Technical Manual Engineering Design Standards Section 1200 Erosion Control, Section 1200.01 and Drawing # 1200 B Floating Turbidity Barrier Example. 3. Turbidity barriers shall be installed prior to construction, removal of turf and landscaping and disturbance and removal of any part of the seawall. 4. Turbidity barriers shall be installed and maintained and shall remain in place for the duration of construction and shall not be removed until collected sediment and debris have been removed to the original canal depth or approved plan elevation. 5. Turbidity barriers shall remain in place until all upland areas have been restored and all landscaping and final lot improvements have been completed and the ROW Final Inspection is approved by the City. 6. Turbidity barriers shall not be anchored or otherwise attached to any seawall. 7. Existing seawall panels, bulkhead cap, restraints / deadman, seawall panels shall be completely removed from the City of Palm Coast Right-of-Way and lawfully disposed of in accordance with Florida Statutes and Department of Environmental Protection regulations. Exceptions for partial seawall reconstruction projects may be accepted by the City of Palm Coast at its discretion and with prior coordination and approval before commencement of seawall removal / deconstruction. 8. The new seawall shall be installed entirely within private property and in vertical and horizontal alignment with existing, adjacent seawalls. If no adjacent seawalls exist then seawall panels are to be installed within private property. Not more than one-half of the bulkhead cap may project into the City Right-of-Way provided no part of the seawall panels project into the Right of Way. 9. The top of the seawall bulkhead cap shall be a maximum of elevation of 2.5 feet based on the NAVD 88. 10. The top of the seawall bulkhead cap may be increased in elevation when connection to an existing bulkhead at the end of the canal is necessary but in no case can the new seawall cap be at a higher elevation than the bulkhead at the end of the canal. The maximum allowed transition in elevation is the width of one (1) seawall panel. 11. Upon completion of the seawall, backfill and grading disturbed areas shall be immediately sodded. Erosion control devices shall be maintained until the site is sodded. PLAN REVIEW COMMENTS 1. Add note on seawall engineering plans indicating the elevation of the seawall bulkhead cap to be not more than 2.5 NAVD. Show note at both ends of seawall. COPCTM Section1100.09 E. 2. Provide structural connection of seawall cap and panels ro adjacent seawall cap and panels or provide a seawall return. Seawall returns to extend a minimum of 10 Feet into the property and constructed in the same manner as other parts of the seawall. The seawall return may need to extend further into the lot a sufficient distance to ensure the completed post-construction grading can be completedin a manner so that the lot stormwater drainage remains on the lot until it flows over the seawall and does not top or circumvent the return and impact adjacent lot owner. Engineer to provide erosion proof and watertight seawall panel connection detail to existing seawalls on adjacent properties using one-half inch expansion joint material or other approved means of sealing panel connections.
