The agenda for the City Council Business Meeting on Tuesday, March 3, 2026, at 6:00 p.m. will be as follows:

Proclamations

The following proclamations will be made:

  1. The City Administration will proclaim March 9-13, 2026, as Flood Awareness Week (FAW). FAW promotes awareness and increased knowledge of flood risk, the availability of insurance, flood protection methods, and how to prepare for emergencies.
  2. The City Administration will issue a proclamation declaring a local state of emergency establishing a burn ban within the City of Palm Coast. The proclamation will take effect immediately and will automatically expire in 7 days unless extended.

Ordinances Second Read

The following ordinances will be presented:

  1. The City Administration will present an ordinance governing the sale of city-owned utilities, which includes rules requiring public approval and a City Council supermajority vote before any major decision about selling or leasing its utilities.

RECESS CITY COUNCIL AND CONVENE THE STATE ROAD 100 CORRIDOR COMMUNITY REDEVELOPMENT AGENCY (CRA) BOARD 

  1. The Community Development Department will present a resolution to approve a contract with the consulting firm Kimley-Horn and Associates Inc. to conduct a comprehensive performance and strategic evaluation of the State Road 100 Community Redevelopment Area. The SR 100 CRA was created in 2004 to address issues and encourage new investment. The CRA will end in Fiscal Year 2034 and to make sure the CRA is on the right financial and strategic path, the city issued a “Request for Proposal” in November 2025 seeking a consultant to conduct a performance review and strategic evaluation. Two firms submitted bids, and after an evaluation based on five criteria, the Community Development Department ranked Kimley-Horn and Associates, Inc. as the top firm. The funding for the evaluation is already included in the FY2026 CRA Budget.

ADJOURN THE STATE ROAD 100 CORRIDOR CRA BOARD AND RECONVENE CITY COUNCIL

Resolutions

The following resolutions will be presented:

  1. The Engineering Department will present a resolution to approve a work order with Forefront Architect & Engineering to provide design services for the existing Fire Station 22. City Staff met with community groups and fire staff to discuss future uses for the existing Fire Station 22. A new entry lobby, office suite, and access to the mezzanine will be added as part of planned renovations. Parking will be expanded on the property. Staff negotiated a $226,000 contract with Forefront Architecture & Engineering for schematic design work, funded through the FY 2026 Fire Impact Fee Fund.
  2. The Stormwater and Engineering Department will present a resolution approving expenses for replacement turf at Holland Park through an approved Piggyback contract with Foreverlawn, Inc. 

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are scheduled for this specific meeting and will begin at 5:30 p.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
