The agenda for the City Council Business Meeting on Tuesday, May 19, 2026, at 9:00 a.m. will be as follows:

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Business Meeting on Tuesday, May 19, 2026, at 9:00 a.m. will be as follows:

Proclamations

The following proclamations will be made:

  1. The City Administration will proclaim April 2026 as Records and Information Management Month. The City Administration will recognize how important the Clerk & Comptroller’s Office is in protecting public records, property ownership, and preventing property fraud.
  2. The City Administration will proclaim May 2026 as National Water Safety Month. This proclamation promotes water safety, teaches drowning prevention, and recognizes the city’s efforts to keep swimmers safe.
  3. The City Administration will proclaim May 17-23, 2026, as National Public Works Week. The proclamation explains that Public Works staff provide essential services such as streets, facilities, landscaping, fleet services, and solid waste. It highlights their behind‑the‑scenes work, encourages the community to appreciate their contributions, and recognizes the national theme “Rooted in Service, Powered by Community.”

Minutes

The following minutes will be confirmed:

  1. May 4, 2026, City Council Retreat/Special Workshop
  2. May 5, 2026, City Council Business Meeting
  3. May 12, 2026, City Council Workshop

Consent

The following items will be presented for consent:

  1. The Parks and Recreation Department will present a resolution to approve the Facility Use Agreement with Palm Coast Baseball, LLC.
  2. The Community Development Department will present a resolution to approve a Right-Of-Way Purchase and Sale Agreement with JRB-PC, LLC.
  3. The Community Development Department will present a resolution to approve a drainage easement from the Flagler County School District.
  4. The Finance Department will present a resolution to approve a Budget Amendment for the 2025-2026 Budget relating to the Appropriations of Funds for the Fleet Management Fund.
  5. The Public Works department will present a resolution to approve piggybacking the Florida Sheriff’s Association Contract #FSA23-EQU21.1 with Ring Power for the purchase of a Pontoon Excavator for Stormwater Operations.
  6. The Stormwater and Engineering Department will present a resolution to approve additional contingency funds for eh Pine Grove Waterway Dredging Project.
  7. The Parks and Recreation Department will present a resolution to approve a TDC Capital Project Funding Program Agreement with Flagler County related to the Indian Trails Sports Complex Field lighting.
  8. The Stormwater and Engineering Department will present a resolution to approve a work order and expenses related to the Indian Trails Sports Complex Field lighting #6-8.
  9. The Utility Department will present a resolution to approve the Fiscal Sustainability Plan for Wastewater Treatment Facility 2 expansion.
  10. The City Administration will present a resolution to approve an Interlocal Agreement with the Flagler County Supervisor of Elections.

Ordinances First Read

The following ordinances will be presented:

  1. The City Administration will present an ordinance to adopt amendments to the City Charter. The City Council discussed proposed changes to the City Charter at meetings on April 14 and May 12, 2026. They gave directions at both meetings, and those changes have now been included in the current ordinance. The proposed amendments originally came from a Charter Review Committee report presented on February 24, 2026.

Ordinances Second Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance to approve a first amendment to the 5th Amendment of the Palm Coast Park master Planned Development (MPD) Agreement Application #6431. The City Council reviewed a request to change a planned townhouse project (320 units) into a 244‑unit single‑family home development in Palm Coast Park (Sawmill Branch Phase 6). The Planning Board recommended approval with two conditions: add extra landscaping breaks and include a small amenity like a playground. Council approved the request on first reading on April 21, 2026.

Resolutions

The following resolutions will be presented:

  1. The Community Development Department will present a resolution to approve the Municipal Property (A.K.A. Public Lands) List. Every three years, Florida law requires the City Council to review a list of city‑owned properties that could potentially be used for affordable housing. The City has now prepared an updated list of municipal properties for Council to review. Council can adjust the list as allowed by state law.

Discussion

The following items will be presented for discussion:

  1. The Finance Department will present a report of emergency and sole source purchases for April 2026.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week.
