The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Workshop Meeting on May 12, 2026, at 9:00 a.m. will be as follows:
Presentations
The following presentations will be made:
- The Community Development Department will present a Housing Needs Assessment. The report recommends expanding housing choices, using public land wisely, reducing development barriers, and coordinating efforts so the community can improve housing availability and maintain its quality of life.
- The Community Development Department will present development options for Duplex Zoned Lots.
- The Finance Department will present Health Insurance Options for Fiscal Year 2027.
- The Stormwater and Engineering Department will present an update on completed and future projects.
- The Stormwater and Engineering Department will present an update to the City Pavement Management Program’s proposed funding options.
- The City Administration will present the results of the Strategic Action Plan. Staff reviews the Strategic Action Plan each year to make sure it still reflects City Council’s priorities and community needs. They meet with each Council Member, combine that feedback with results from the recent community survey, and summarize key themes and recommended updates. Council will be asked to review these materials, discuss any changes, and give directions so a final updated plan can be prepared for adoption at a future meeting.
- The Community Development will present proposed amendments to the Land Development Code; Chapter 2 – Review Authority, Enforcement, and Procedures. Staff are proposing updates to align with new state laws about plat approvals, development review timelines, and simplify public notice requirements. These draft changes were shown to the Planning and Land Development Regulation Board on April 15, 2026, where the board suggested clarifying some language and possibly expanding neighborhood meeting options, including online participation or holding two meetings.
- The Community Development Department will present proposed amendments to the Land Development Code; Chapter 11 – Tree Protection, Landscaping, Buffers, and Irrigation. The changes will be presented to match the updates to the 2050 Comprehensive Plan, as well as clarifications, updated references, best practices improvements, and fixes to recurring issues staff encounter when applying the code.
- The City Attorney will present an ordinance to amend the City Charter. During the April 14, 2026, City Council Workshop, the Council provided directions for the proposed charter amendments which are incorporated in the current presentation.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. Residents are encouraged to visit the Palm Coast City Council meeting webpage for the latest schedule and agenda updates.
In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings—including advisory boards, committees, and special sessions—taking place over the next week. Attending in person, tuning in live on the City’s YouTube channel, or reviewing meeting materials online are all great ways to stay informed and engaged in local government.
