David Sullivan Appointed to Palm Coast City Council District 3 Seat

On April 15, 2025, the Palm Coast City Council appointed David Sullivan to fill the vacant District 3 seat, following the resignation of Council Member Ray Stevens due to health reasons. Mr. Sullivan will serve in this role until the next City Council election in November 2026.

On April 15, 2025, the Palm Coast City Council appointed David Sullivan to fill the vacant District 3 seat, following the resignation of Council Member Ray Stevens due to health reasons. Mr. Sullivan will serve in this role until the next City Council election in November 2026.

Mr. Sullivan has been a Palm Coast resident for 24 years. He previously served on the Flagler County Board of County Commissioners from 2016 to 2024. 

Prior to his public service in Flagler County, Mr. Sullivan had a distinguished 28-year career in the U.S. Navy, retiring as a captain. He holds a master’s degree from the Naval Postgraduate School and served as Director of Special Programs at the Office of the Secretary of Defense in the Pentagon.

Mr. Sullivan immediately took the Oath of Office and was seated at the dais to participate in the remainder of the City Council Business Meeting.
