
City of Palm Coast Discusses Ordinance to Regulate Short-Term Rentals

This ordinance, still in the drafting phase, seeks to balance property rights with neighborhood character while ensuring the safety of both residents and visitors.
On June 4, 2024, the City Council directed the City Attorney to draft an ordinance regulating STRs in Palm Coast. The drafted ordinance was discussed on Tuesday and revised by City Council members to propose several requirements that STR operators would need to meet, including:
- A maximum occupancy of 10 guests.
- A $400 registration fee and a $200 annual renewal fee.
- Prohibition of recreational trailers or boats on-site.
- Installation of battery-powered emergency lighting.
- Background checks for the primary renter, with the renter taking responsibility for ensuring no other occupants are sexual offenders or predators.
Additionally, the ordinance proposes that STR operators must have a local representative available 24/7 to respond to complaints within two hours and must adhere to life safety requirements, including the presence of fire extinguishers, smoke detectors, and carbon monoxide detectors on the premises.
The City of Palm Coast aims to find a balanced approach that respects the rights of property owners while addressing the concerns of permanent residents. The proposed regulations are designed to preserve property values, protect public health and safety, and ensure compatibility between STRs and established neighborhoods.
The ordinance includes several provisions to ensure the orderly operation of STRs:
- Vacation Rental License: Operators must obtain a license to operate.
- Safety and Operational Requirements: STRs must meet specific safety standards aligned with the Florida Building Code.
- Parking Standards: All vehicles associated with the STR must be parked within the property’s driveway, with no parking on the sidewalk, street, or swale.
- Solid Waste Handling: Proper waste management practices must be followed.
- Compliance and Enforcement: The City will monitor STRs for compliance and enforce penalties as necessary.
Residents and interested parties are encouraged to participate in the ongoing discussions. The next City Council workshop meeting, where this ordinance will be further reviewed, is scheduled for Tuesday, September 24, 2024, at 6 p.m. in the community wing of City Hall, 160 Lake Avenue.
