Property owners can apply for a Short-Term Rental Registration online by following these steps:
Step 1: Download Required Documents
Before completing the application, download and review the following documents from the Forms Library below:

Step 2: Access the Application
- Click the Registration Form button in the section below.
Step 3: Upload Required Documents
While completing the application, upload the necessary documents as listed in the Registration Checklist. The following are required per Ordinance 2025-01:
- Sample Lease Agreement that includes terms outlined in Section 17-68(A)(2)(A-H) of Ordinance 2025-01.
- Designation of a Responsible Party for the rental.
- Business Tax Receipt from the Flagler County Tax Collector.
- Florida Department of Revenue Certificate of Registration for payment of tourist development taxes.
- Florida Department of Business and Professional Regulation License for transient public lodging establishments.
- Payment of the Required Application Fee as established by City Council Resolution 2025-05 (subject to amendments).
- Executed Affidavit certifying compliance with Section 17-68(8)(A-E) of the ordinance.
- Advertising Compliance – Any advertisements must align with the approved Short-Term Rental Certificate, particularly regarding maximum occupancy. All listings must state that the property is in a residential community.
Step 4: Application Review & Approval
- Once the application fee is paid online and all required documents are uploaded, the City will review the application for completeness.
- A Short Term Rental Application payment receipt will be issued for your records.

Parking
Parking is prohibited on the lawn or street at any time and in the first 15 feet from edge of pavement (swale area) between the hours of 1:00 a.m. and 6:00 a.m.
Noise
In order to be a pleasant neighbor while you are here, please be respectful of the day and evening noise regulations. Specific to evenings quiet time is 10:00 p.m. to 7:00 a.m.
Garbage
Please dispose of all garbage inside City approved receptacles provided by your host. Trash and recycling should not be out before 6:00 p.m. the day before pickup and must be removed before midnight the day of pickup.
Dogs and Cats
All dogs and cats must be on a leash at all times when off rental property. Maximum number of pets is 2 per rental house.
Boating
All vessels operating in the canals shall operate at a slow speed and observe a minimum wake zone; at the Palm Harbor Parkway Bridge to the intracoastal waterway, they shall operate at an idle speed and observe a no-wake zone.
Occupancy
The number of occupants in rentals is limited to ten (10) people.
