Consent

The following items will be presented for consent:

  1. The Community Development Department will present a Resolution to approve the donation of two city parcels designated as municipal lands to Flagler Habitat for Humanity.
  2. The Utility Department will present a Resolution to approve Master Price Agreements with Hawkins, Inc., and Carmeuse Lime & Stone, Inc., for the purchase of chemicals.
  3. The Utility Department will present a Resolution to approve a work order with PBM Constructors, Inc., for demolition and removal of existing mechanical rotor aerators.
  4. The Stormwater and Engineering Department will present a Resolution to approve a contract for 19 Central Place pipe replacement.

Resolutions

The following resolutions will be presented:

  1. The Utility Department will present a Resolution to approve a Construction Manager at Risk (CMAR) Guaranteed Maximum Price-2 (GMP-2) for ground improvements for the Wastewater Treatment Facility No. 1 (WWFT #1) expansion project. WWTF #1 treats about 6.83 million gallons of wastewater per day and serves roughly three‑quarters of the city of Palm Coast. To meet growing demand, the City is expanding the facility by an additional 4.0 MGD through a phased CMAR project with Wharton‑Smith, Inc. After approving pre‑construction services in 2025 and electrical upgrades (GMP‑1) in 2026, the City is now considering GMP‑2 for $3,639,123, which covers ground improvements using vibro‑replacement stone columns to stabilize soil for future structures. The expansion is funded through multi‑year CIP budgets, with $20 million allocated in FY26 and $68 million proposed for FY27.
  2. The Utilities Department will present a Resolution to approve a Master Services Agreement with Jacobs Engineering Group, Inc., for Wastewater System Program Management and Engineering Services. If approved, the contract would be a 3‑year contract (with two optional 1‑year extensions). The work will support major wastewater projects in the City’s Five‑Year Capital Improvement Program, including helping the City comply with a state‑issued Consent Order, overseeing the 4.0 MGD expansion of WWTF #1, creating a wastewater master plan, preparing engineering reports for a future WWTF #3, evaluating inflow and infiltration issues, and assisting with construction management. The contract is divided into multiple tasks, each with its own scope and budget.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
