City of Palm Coast CDBG Housing Services

The City has received federal and state grant funding to support homeowners and strengthen neighborhoods throughout Palm Coast. These programs are designed to help improve housing conditions, support long-term stability, and address community needs. Below is a brief overview of each available program. Consistent with Federal Regulations and the City of Palm Coast Community Development Block Grant (CDBG) Program Citizens Participation Plan (CPP), the Annual Action Plan for FFY 2026 (Oct. 1, 2026, to Sept. 30, 2027) is made available for public comment for 30 days from June 25, 2026 to July 25, 2026.

The proposed Consolidated Action Plan is a document to assist the City in assessing affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Annual Action Plan (which is within the Consolidated Action Plan) highlights the proposed activities to be undertaken using CDBG funds

Who Is Eligible?

Assistance is available to low- and moderate-income households, generally defined as families earning 80% or less of the area median income. Eligibility requirements vary by program.
