City Manager Finalists
A special meeting will be held on Thursday, November 13, 2025, to interview David Fraser and Michael McGlothlin. The finalists selected are listed below in alphabetical order.
The City of Palm Coast will host the two finalists for the City Manager position on Thursday, November 13, 2025, and invites residents to participate in a day of public engagement.
The finalists are:
- David Fraser: With more than 30 years of municipal leadership experience across several states. He currently serves as Interim County Manager in Adams County, Colorado, and has led city and state organizations managing budgets up to $1 billion. His background includes strategic planning, intergovernmental relations, and securing major grants and revenue for community projects.
- Michael McGlothlin: Brings nearly 40 years of public service experience in municipal management and law enforcement. As Town Administrator for Redington Shores, Florida, and former City Administrator and Police Chief in Oregon, he’s led multimillion-dollar projects, coordinated emergency responses, and built strong community partnerships.
On Wednesday, November 12, both finalists will take guided tours of the City of Palm Coast, facilitated by city staff, to learn more about the community, its operations, and ongoing projects.
Thursday, November 13, will begin with one-on-one interviews between the City Council and each candidate. Following the morning sessions, the public is invited to attend individual candidate interviews with the City Council in the Council Chambers:
- 1:30 p.m. – David Fraser
- 3:15 p.m. – Michael McGlothlin
These public interviews are open to all residents and will also be live-streamed on the City of Palm Coast YouTube channel for those who prefer to watch remotely.
To conclude the process, residents are invited to a Community Meet & Greet on Thursday, November 13, from 5:00 to 6:30 p.m. in the Jon Netts Community Wing of City Hall, 160 Lake Avenue. Join City Council Members, City staff, community stakeholders, and the general public for an informal opportunity to meet the finalists, ask questions, and share your impressions. Light refreshments will be served.
This event is designed to provide residents with a meaningful opportunity to participate in the selection of Palm Coast’s next City Manager. Community feedback is a crucial part of the decision-making process, and residents are encouraged to attend and actively participate.
