Residential Site Development
The residential site inspector for the City of Palm Coast acts as the final line of defense for public infrastructure and community drainage standards. Our primary purpose is to ensure construction of new homes in both the core city and in new developments and changes made to existing residential lots including construction of additions, pools, patios and similar are completed in compliance with the City’s residential stormwater grading and drainage standards and do not negatively impact the city’s stormwater system or your neighbor's property.
What We Do
• Verify lot grading and drainage complies with city grading, drainage standards and approved plans.
• Inspect swales, culvert pipes, driveways, and erosion-control measures for new homes constructed under a building permit.
• Ensure stormwater has a positive flow and does not impact neighboring properties.
• Help prevent flooding and protect homes, streets, and public infrastructure.
• Confirm the drainage and grading meet city standards before final approval.
• Protect the City's stormwater system and the overall safety of the community.
The main objective of the Residential Site Development Division is to ensure proper grading and drainage, verify culvert and swale installation, and protect homes from flooding and damage from both rainwater and stormwater. Also, we oversee pollution control and environmental protection, by objectively reducing contaminants entering the waterway.

Site Plan Reviews
• Reviews lot grading and drainage plans for new home construction. • Verifies compliance with City grading and drainage standards. • Confirms stormwater will drain to the approved outfall. • Ensures swales, drainage features, and lot elevations function as designed. • Helps prevent flooding and impacts to neighboring properties.
Form Board Inspections
• Verifies the home is located according to the approved site plan. • Confirms the Finished Floor Elevation (FFE) matches approved elevations. • Checks form boards against survey benchmarks and plans. • Verifies required setbacks and easements are maintained. • Ensures the proposed grading and drainage pattern will function properly. • Conducted before foundation construction to prevent future drainage and flooding issues
ROW Inspection – Work Performed in the Right-of-Way
• Required for any work within the City right-of-way. • Includes driveways, sidewalks, culverts, swales, utilities, trenching, boring, drainage improvements, pavers, concrete, and sod restoration. • Verifies compliance with approved permits, plans, City standards, and Land Development Code requirements. • Confirms proper restoration of the right-of-way. • Ensures drainage is maintained and not obstructed. • Protects public infrastructure from damage. • Verifies no safety hazards remain after construction.
