The purpose of a Charter Review Committee is to examine the city’s Charter, which functions as the city’s constitution, and recommend potential updates or changes to ensure it continues to meet the needs of the community.

The Palm Coast City Council is seeking residents to fill the Charter Review Committee. The appointed individuals will serve for one calendar year.
In the City of Palm Coast, the Charter Review Committee will be made up of five members. Each City Council Member and the Mayor will appoint one resident at-large, who may reside in any district.
The purpose of a Charter Review Committee is to examine the City’s Charter, which functions as the city’s constitution, and recommend potential updates or changes to ensure it continues to meet the needs of the community.
Key Responsibilities of the Charter Review Committee:
- Review the City Charter: The committee conducts a thorough review of the existing Charter to identify outdated language, inconsistencies, or areas in need of clarification or improvement.
- Engage with the Public: Public input is an important part of the process to ensure the committee reflects the values and concerns of the residents.
- Recommend Amendments: After completing its review, the committee presents recommendations for changes.
- Prepare Ballot Language: Any changes will require voter approval, so the committee will work with the City Council and City staff to craft clear and accurate ballot language.
- Support the Democratic Process: Ultimately, the Charter Review Committee plays a vital role in keeping local government responsive, efficient, and aligned with the community’s evolving needs.
Charter reviews are required every 10 years, but can occur sooner if the City Council determines it's necessary. Any proposed amendments by the committee must be approved by the City Council and then put before voters in a referendum.
The application window is open from May 19, 2025, until 5:00 p.m. on June 18, 2025.

Palm Coast City Charter
The City of Palm Coast operates under a Council-Manager form of government. In this system, the City Council, which includes the Mayor and City Council Members, sets policies and makes decisions on behalf of the community. The Council then appoints a City Manager to implement these policies and manage the city's day-to-day operations. The City Manager oversees city staff, manages the budget, and ensures that the Council's directives are carried out efficiently.
