Flagler County as of 11 a.m. Thursday is urging the entire Woodlands neighborhood โ€“ also known as Hurricane Evacuation Zone C โ€“ to leave immediately after coordinating with Palm Coast.

โ€œWe urge residents within the Woodlands neighborhood to leave the area due to updated expectations of significant flooding of your neighborhood streets, with the potential to impact your home,โ€ said Emergency Management Director Jonathan Lord. โ€œAdditionally, as the flooding progresses it is possible that emergency vehicles will no longer have access to your neighborhood.โ€

Residents are encouraged to stay with friends or relatives outside of the Woodlands or go to the public shelter at Rymfire Elementary School that just opened to the general population as the city of Bunnellโ€™s water utilities are taxed. Residents are asked to leave as soon as possible as peak flooding will occur overnight.

Rymfire Elementary โ€“ 1425 Rymfire Drive, Palm Coast

Residents utilizing shelters are encouraged to bring their own bedding. Single/twin size inflatable mattresses are preferred due to the space limitations. 

All residents should bring:

  • Five-day supply of all medications
  • Medical supplies and equipment
  • Sleeping bags, pillows, and blankets
  • Extra chargers and batteries for electronics
  • Headphones for music devices
  • Snacks and โ€œcomfort foodsโ€ โ€“ meals will be served
  • Important documents including identification, medical history, and insurance
  • No weapons allowed
  • No illegal narcotics allowed
  • No alcohol allowed

Evacuations effective 1 p.m. โ€“ leave as early as possible โ€“ general population (with pets) and special needs shelters to open at 1 p.m.

Effective at 1 p.m. today, residents and visitors in mobile homes and RVs countywide

Zone A, the barrier island from Flagler Beach to Marineland, as well as the following low-lying areas in Zone B โ€“ the Bulowville neighborhoods east of John Anderson Highway and the Palm Drive and Lambert Avenue neighborhoods. Non-elevated homes in the low-lying areas of our Zone F, which is the area surrounding and near Crescent Lake and Dead Lake to include Daytona North are also in the evacuation order.

โ€œWe urge those who are going to stay with relatives, friends or at hotels to complete their evacuation by noon,โ€ said Emergency Management Director Jonathan Lord. โ€œThis will clear that traffic by 1 p.m. when those who are going to shelters need to leave. They will open at 1 p.m.โ€

The shelter locations are:

Bunnell Elementary โ€“ General Population and Pets - 305 N. Palmetto Street, Bunnell

Rymfire Elementary โ€“ Special Needs - 1425 Rymfire Drive, Palm Coast

Residents utilizing shelters are encouraged to arrive by 4 p.m. and to bring their own bedding. Single/twin size inflatable mattresses are preferred due to the space limitations. 

All residents should bring:

  • Five-day supply of all medications
  • Medical supplies and equipment
  • Sleeping bags, pillows, and blankets
  • Extra chargers and batteries for electronics
  • Headphones for music devices
  • Snacks and โ€œcomfort foodsโ€ โ€“ meals will be served
  • Important documents including identification, medical history, and insurance
  • No weapons allowed
  • No illegal narcotics allowed
  • No alcohol allowed

Residents with pets (Bunnell Elementary only):

  • Animals must be crated
  • Animals must have current vaccination records and supplies, including medications
  • โ€œPetsโ€ are dogs, cats, birds, rabbits, rodents, and turtles
  • Four (4) pet maximum
  • No snakes, reptiles or farm animals and livestock
  • No drop offs

Residents with special medical needs (Rymfire Elementary):

  • Special medical needs residents are those who require daily assistance with medical conditions that prevent or hinder their ability to care for themselves, as well as those who require electricity or oxygen
  • A family member or caregiver should stay at the shelter with the individual
  • Special needs shelters provide only limited medical care

Residents countywide who have special medical needs that require electricity are also welcome in the special needs shelter.

News from Flagler County Emergency Management at 3 p.m. on September 28, 2022

Flagler County has ordered a countywide curfew that will go into effect at 8 p.m. tonight, Wednesday, September 28.

The curfew is for the entire county though the evacuation order only includes:

  • Zone A, the barrier island from Flagler Beach to Marineland
  • Low-lying areas in Zone B โ€“ the Bulowville neighborhoods east of John Anderson Highway and the Palm Drive and Lambert Avenue neighborhoods. 
  • Non-elevated homes in the low-lying areas of our Zone F, which is the area surrounding and near Crescent Lake and Dead Lake to include Daytona North are also in the evacuation order.

The countywide curfew will be in effect daily from 8 p.m. to 7 a.m. until further notice.

The curfew does not apply to the following: law enforcement personnel; federal, state, and local firefighting, emergency medical and emergency management personnel; county employees detailed to work on the emergency, Salvation Army and Red Cross personnel and volunteers; National Guard personnel; electric utility personnel; water and wastewater utility personnel; communications utility personnel; and individuals involved in medical emergencies.

Violations are a second-degree misdemeanor punishable by a $500 fine per offense and by a term of up to 60 days imprisonment, in accordance with Florida Statutes Section 252.50.

โ€œThis is about protecting human life and property,โ€ Emergency Management Director Jonathan Lord said. โ€œWe will lift it as soon as possible, but there are a lot of unknowns with this storm.โ€

Flagler County is urging residents to complete their hurricane preparations Tuesday. Additionally, residents who live east of Interstate 95 โ€“ or in mobile homes or low-lying flood-prone areas โ€“ should be prepared to evacuate.

โ€œWhile we donโ€™t want people to panic, Hurricane Ian is gaining strength and is currently projected to make a direct hit to Floridaโ€™s Gulf Coast and here in Flagler we will at the very least have tropical storm force winds, if not hurricane force, and storm surge issues,โ€ said Emergency Management Director Jonathan Lord. โ€œThe best way to protect yourself is to be prepared.โ€

Hurricane shutters and generators should be in place and ready. Food, fuel, water, medication, pet supplies, critical papers, and family comfort supplies should be purchased by the end of today. Porches and patios should be cleared of items that can create a hazard.

โ€œThis is critical,โ€ Lord said. โ€œWe have a locally declared emergency as of Monday. We need everyone to take this very seriously.โ€

Flagler County has opened its Emergency Operations Center Call Center โ€“ 386-313-4200 โ€“ from 8 a.m. to 5 p.m. Tuesday and Wednesday will be expanded as warranted.
