SHIP Program

Provides funding to support affordable housing for income-eligible residents of Palm Coast and Flagler County. Administered through a partnership between the City and Flagler County.

Available assistance

• Roof Repair or Replacement — Improve safety and weather protection
• Home Rehabilitation — Correct health, safety, and code-related issues
• Aging-in-Place Modifications — Accessibility improvements for seniors and residents with disabilities
• Down Payment and Closing Cost Assistance — Support for eligible first-time homebuyers
• Affordable Rental Housing Development or Rehabilitation — Improve or expand rental housing opportunities
• Contractors & Developers — Partners with contractors and developers to expand and preserve affordable housing

Assistance is subject to income limits, local guidelines, and funding availability. Program availability and funding amounts may vary.

Affordable Housing Advisory Committee

AHAC

A joint advisory body of Flagler County and the City of Palm Coast that evaluates local policies, procedures, and regulations that may affect the cost of housing development.

About the committee

While local governments cannot control land prices, construction materials, labor costs, or mortgage interest rates, they can influence their own regulatory practices. AHAC helps ensure those practices support housing affordability and identifies opportunities for incentives that encourage the development and preservation of affordable housing.

AHAC reviews regulatory incentives that promote housing options for residents across a range of incomes, including households below and moderately above the area median income.

Meetings & reporting

The committee meets monthly and provides an annual report of recommendations to the Flagler County Commission and the Palm Coast City Council to support local and state housing planning requirements.
