Hydrant Meter Requests
The City of Palm Coast Utility Department provides fire hydrant meters for approved temporary water use under regulated conditions. Hydrant meters are limited, tracked in the utility billing system, and subject to installation, billing, return, and enforcement requirements.
General Overview
- Hydrant meters are temporary and may not exceed 8 months of use.
- Each hydrant has a master account in the billing system.
- Customers may request 1-inch or 2-inch meters.
- A Hydrant Meter Application with policy acknowledgment is required.
Fees & Deposit
Deposit: $2,150.00
Installation Fee – Inside City Limits: $130.00
Installation Fee – Outside City Limits: $162.50
Deposit Handling
- Held until the meter is returned and the site is inspected.
- Applied to the final balance when the account is closed; any remaining credit is refunded.
- The installation fee remains with the City.
Who Is Eligible?
Hydrant meters may be issued for approved temporary water-use activities. Important: Hydrant meters are not issued for residential construction when potable water service is available. Other uses require written approval from the Utility Director.

Hydrant Meter Policy Highlights
- Maximum use is 8 months.
Extensions require written authorization. Requests should be emailed to Customer-Service@palmcoastgov.com before the approved period expires.
- The meter is issued to the direct user only; third-party billing is not permitted.
- The customer is responsible for replacement of the meter and/or backflow device if damaged.
- Accounts are billed monthly for water usage, applicable base fees, damages, and late fees.
Non-payment for two billing cycles may result in meter removal and deposit forfeiture.
- Hydrant meters are installed by Utility staff on an agreed-upon hydrant.
- The meter is secured with a lock and chain.
- Only Utility personnel may relocate a hydrant meter.
- Unauthorized relocation may result in applicable tampering fees.
- The contractor operates the meter and may be held liable for damage caused by water hammer.

- Hydrant meter service may be refused or discontinued for policy violations or delinquent accounts.
- Theft of water or tampering with City equipment may be reported to law enforcement.
What Happens After You Apply?
Once your application is submitted, a Customer Service representative will review the request and call you to collect the required deposit and applicable installation fee by credit card. Please note that a 3.5% convenience fee applies to all credit card charges.
