City Council Business Meeting on Tuesday, August 4, 2026, at 6:00 p.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

Consent

The following items will be presented for consent:

1. The Community Development Department will present a resolution to approve an amendment to the Downtown Urban Core Improvement Grant program.
2. The Utility Department will present a resolution to approve a contract with PBM Constructors Inc. for the installation of Kubota Membranes at Wastewater Treatment Facility #2.
3. The Utility Department will present a resolution to approve a work order with CPH Consulting, LLC to provide Engineer of Record Services during construction of the A1A Sewer Force Main Extension Phase II Project.
4. The Utility Department will present a resolution to approve a work order with Jacob Engineering Group, Inc. for a raw water supply plan.
5. The Utility Department will present a resolution to approve a work order with Jacob Engineering Group, Inc. for Water Quality and WTP #1 Assessment.
6. The Information Technology Department will present a resolution to approve piggybacking the City of Jacksonville Contract with Miller Electric Company for electrical and low voltage services for citywide usage.
7. The Stormwater and Engineering Department will present a resolution to approve a Piggyback Contract with the Department of Management Services, an agency of the State of Florida, with Perdue Inc., for the purchase and installation of furniture and equipment citywide on an as-needed basis.

Ordinances First Read

The following ordinances will be presented:

1. The Community Development Department will present an ordinance to approve the annexation of lands owned by Raydient Palm Coast LLC of approximately 440 acres of property. Raydient Palm Coast LLC is requesting annexation of about 440 acres next to the city’s northwest boundary. City staff determined the area is compact, contiguous, and meets all legal requirements for annexation without creating enclaves. The annexation complies with Florida law and the City’s Comprehensive Plan. If approved, the property gains all rights and responsibilities of being within Palm Coast city limits. The newly annexed property would be subject to city taxes, business licensing rules, and all governing laws.
2. The Community Development Department will present an ordinance to approve the annexation of lands owned by Raydient Palm Coast LLC of approximately 6,601 acres of property. Raydient Palm Coast LLC is requesting annexation of about 6,601 acres next to the city’s northwest boundary. City staff determined the area is compact, contiguous, and meets all legal requirements for annexation without creating enclaves. The annexation complies with Florida law and the City’s Comprehensive Plan. If approved, the property gains all rights and responsibilities of being within Palm Coast city limits. The newly annexed property would be subject to city taxes, business licensing rules, and all governing laws.
3. The Community Development Department will present an ordinance to approve the annexation of lands owned by the City of Palm Coast of approximately 1.90 acres of property. The City received two voluntary annexation requests from Raydient Palm Coast LLC for land in the “Western Expansion” area. Because some City‑owned parcels sit inside those larger annexation areas, the City must annex its own parcels too, otherwise, it would create “enclaves,” which state law does not allow. This ordinance would annex the City‑owned parcels, but it will only take effect if the two ordinances relating to the western expansion lands from Raydient Palm Coast LLC are approved.
4. The Community Development Department will present an ordinance to make an amendment to the Future Land use Map (FLUM) to change 20,144+/- acres from City of Palm Coast Designations: DRI-MU (Neoga Lakes & Old Brick Township), Conservation, and Mixed Use, and Flagler County Designations: Agriculture & Timberlands, Conservation, and Residential Low Density/Rural Estate to Master Planned Mixed Use. The City is considering a FLUM amendment that pairs with a proposed zoning map amendment for a very large westward expansion area. The zoning would become Master Planned Development (MPD), matching the proposed Master Planned Mixed Use land‑use designation. Staff analysis shows the site could support up to 21,920 homes and a potential population of 54,800, but currently lacks infrastructure, meaning future development will require agreements to ensure roads, utilities, schools, and services are built as needed. The Planning and Land Development Regulation Board held a public hearing on July 15, 2026, and recommends City Council deny the proposed FLUM amendment.
5. The Community Development Department will present an ordinance to make a Zoning Map amendment to change 20,144+/- acres from current designations of Palm Coast Master Planned Development, High Intensity Commercial and Preservations and Florida County Designations of Agriculture, and Rural Mobile Home to City of Palm Coast Designation of Master Planned Development along with the Development Agreement. The City is considering a zoning map amendment to go along with a Future Land Use Map change that would designate about 20,144 acres in the westward expansion area as Master Planned Mixed Use. The new zoning, Master Planned Development (MPD), comes with a Development Agreement for how the land will be built and managed. Staff found the proposal generally consistent with the Comprehensive Plan, but noted that major infrastructure (roads, utilities, schools, public safety) is not yet in place and will need to be addressed through future development agreements. The Applicant adjusted the MPD amendment due to concerns made during the July 15, 2026, Planning and Land Development Regulation Board meeting and reduced the number of townhomes and increased the area for Industrial use.

Resolutions

The following resolutions will be presented:

1. The Utility Department will present a resolution to approve a contract with American Civil Construction, Inc. and a project contingency for the construction of A1A Force main Extension Phase II Project. The City is looking to extend a 12‑inch sanitary sewer force main along A1A from Malacompra Road to Marineland, adding about 17,000 feet of new sewer line. 

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting.
