The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

Proclamations

The following proclamations will be made:

  1. The City Administration will proclaim October 2026 as Disability Employment Awareness Month.
  2. The Fire Department will proclaim October 4-10, 2026, as Fire Prevention Week
  3. The City Administration will proclaim October 5-9, 2026, as Customer Awareness Week.
  4. The City Administration will proclaim November 2026, as Shirley Chisholm Month.

 

Minutes

The following minutes will be confirmed:

  1. September 15, 2026, Business Meeting
  2. September 23, 2026, Final Budget Hearing

Consent

The following items will be presented for consent:

  1. The Stormwater and Engineering Department will present a resolution to approve piggybacking a Sourcewell Minnesota Contract with New Line Skateparks, Inc. for the purchase of a Skatepark, Bike Park, Pump Track, and BMX Track Solutions with related equipment, accessories and services.
  2. The Public Works Department will present a resolution to approve piggybacking the National Association of State Procurement Officials (NASPO) Master Agreement #24156 with Boulevard Tire Center for the purchase of tires, tubes, and related services.
  3. The Utility Department will present a resolution to approve a Master Price Agreement with Alpha General Services, Inc., for miscellaneous repair parts for PEP Systems on an as-needed basis.
  4. The Utility Department will present a resolution to approve a work order with McKim & Creed, Inc., for the conversion of Lift Station AU-5 and AO-3 from Eductor to Submersible Lift Station.

 

Ordinances First Read

The following ordinances will be presented:

  1. The Community Development Department will present an Ordinance to make an Amendment to the Magnolia Trace Master Planned Development-Development Agreement (MPD-DA). The owner of Magnolia Trace is requesting changes to its development plan, including adding 4.41 acres, reducing the total number of homes from 754 to 624, reorganizing several land‑use areas, and adjusting access points.
  2. The Community Development Department will present an Ordinance to approve the Red Mill Pointe Master Planned Development – Application #6212. The applicant is asking the City to rezone the property from MFR‑1 to MPD so they can build 216 fee‑simple townhouses (individually owned homes) instead of the previously approved 216 multifamily rental units. The proposed development agreement includes three construction phases, an amenity center, a small public dog park, on‑street guest parking, and smaller townhouse lot sizes and setbacks than normally allowed.
  3. The Community Development Department will present an Ordinance to make an amendment to the Future Land Use Map (FLUM) for 331.1+/- Acres to increase the maximum number of dwelling units from 416 to 734 and amend the Residential and Conservation Areas in the Subject Area. The City is considering a change to the Future Land Use Map (FLUM) for the Seminole Trace area that would increase the number of allowed homes from 416 to 743 and rearrange where conservation and residential areas are located. A related rezoning request would change the property’s zoning to Master Planned Development (MPD) with a Development Agreement.
  4. The Community Development Department will present an Ordinance to amend a Zoning Map for 331+/- acres to be referred to as Seminole Trace from Single Family Residential-1 (SFR-1) and Preservation (PRS) to Master Planned Development (MPD) with a Development Agreement.
  5. The City Attorney will present an Ordinance on Historical Preservation in Palm Coast. The purpose of the Ordinance is to safeguard Palm Coast’s historic, cultural, and archaeological resources by establishing strong preservation standards, aligning local policy with state and federal programs, and creating a qualified Historic Preservation Board and officer to guide designations, reviews, and protections that uphold the community’s heritage and quality of life.

 

Ordinances Second Read

The following items will be presented for discussion:

  1. The Community Development Department will present an Ordinance to amend the Unified Land Development Code. The City Council reviewed updates to the Land Development Code at two recent meetings, requested changes, those changes were made.
  2. The City Attorney will present an ordinance to prohibit the transfer of the city of Palm Coast Fire Rescue Department.
  3. The City Attorney will present an ordinance to prohibit Direct Potable Reuse. If adopted, the city will not allow highly treated reclaimed water to be put directly into the drinking-water system.

RECESS CITY COUNCIL AND CONVENE THE STATE ROAD 100 CORRIDOR COMMUNITY RREDEVELOPMENT AREA BOARD 

 

Resolutions

The following resolutions will be presented:

  1. The Community Development Department is presenting a resolution to recommend an update to the State Road 100 Community Redevelopment Area Plan. The update would allow the City to buy certain parcels inside Town Center, include a map showing those parcels, and amend the capital improvement program to fund the acquisition of the parcels.

Resolutions

The following resolutions will be presented:

  1. The Community Development Department will present a resolution to update the State Road 100 Community Redevelopment Area Plan. The update would allow the City to buy certain parcels inside Town Center, include a map showing those parcels, and amend the capital improvement program to fund the acquisition of the parcels.
  2. The Utility Department will present a resolution to approve a Master Price Agreement with Merrell Brothers, Inc., for Wastewater Residuals Management Services. The agreement would be for a contract to handle the wastewater residuals at the treatment plants.
  3. The Stormwater and Engineering Department will present a resolution to approve Project Expenses including a Guaranteed Maximum Price Contract Amendment for Phase 1C, Construction Administration Services, and a Project Contingency for the Maintenance Operation Center Project. The City already approved earlier phases of building a new Maintenance Operations Center, and now it needs City Council approval for the next phase of construction.

 

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

 

Please note that proclamations are scheduled for this specific meeting and will begin at 5:30 p.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
