City Council Workshop Meeting on Tuesday, September 8, 2026, at 9:00 a.m. and City Council Budget Hearing on Wednesday, September 9, 2026, at 5:15 p.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Workshop Meeting on Tuesday, September 8, 2026, at 9:00 a.m. will be as follows:

Presentations

The following presentations will be made:

1. The Community Development Department will present a resolution amending policies related to the State Housing Initiatives Partnership (SHIP) program, including purchase assistance for first-time homebuyers and support for affordable rental development. SHIP provides funding to help income-eligible residents with housing costs such as down payments and closing costs and can also support the development or rehabilitation of affordable rental housing. The proposed changes are intended to give the city greater flexibility in addressing local housing needs while maintaining compliance with state program requirements.
2. The Community Development Department will present proposed amendments to the Land Development Code. The update follows adoption of the City's Comprehensive Plan and a series of public workshops with the Beautification and Environmental Advisory Committee, Planning and Land Development Regulation Board, and City Council. The proposed amendments update zoning, land uses, development procedures and other standards to align the Code with the Comprehensive Plan and incorporate direction provided by City Council during its June 9 workshop.
3. The City Attorney will present an ordinance providing additional protection against the transfer or dissolution of the Palm Coast Fire Department. The proposal follows earlier Council directions to establish safeguards intended to ensure that any future effort to dissolve or transfer the department would require a higher level of City Council approval before moving forward. Earlier this year, Council reached consensus to have the City Attorney draft protections requiring a supermajority vote before a proposal to dissolve the department could advance to a public referendum.
4. The City Attorney will present an ordinance prohibiting direct potable reuse within the City of Palm Coast Utility system. Direct potable reuse involves highly treated wastewater undergoing advanced purification before being introduced into a drinking water supply. Council previously requested that staff explore a local prohibition on the practice, and the proposed ordinance would establish that restriction for Palm Coast's utility system.

The following presentations will be made:

1. The Finance Department will present the proposed fiscal year 2027 budget and revised Fiscal Year 2026 budget. The presentation will also provide an overview of funding for City operations, services and capital projects.

City Council will then recess and convene the SR 100 Corridor Community Redevelopment Agency Board.

SR 100 Corridor CRA Resolutions

The following resolutions will be presented:

1. The Finance Department will present a resolution adopting the State Road 100 Corridor Community Redevelopment Agency tentative budget for fiscal year 2026-2027 and amending the State Road 100 Corridor Community Redevelopment Agency budget for fiscal year 2025-2026.

The SR 100 Corridor Community Redevelopment Agency Board will then adjourn, and the City Council will reconvene.

Resolutions

The following resolutions will be presented:

1. The Finance Department will present a resolution setting the tentative property tax, or millage, rate for Fiscal Year 2027 at 4.1387 mills. This rate is equal to the City's calculated rolled-back rate, meaning the proposed rate generates the exact same amount of property tax revenue as the previous year, using current property values and excluding new construction. The tentative rate must be adopted before Council can consider the tentative budget.
2. The Finance Department will present a resolution establishing the tentative Fiscal Year 2027 budget and amending the Fiscal Year 2026 budget. If approved, the final public hearing on the millage rate and budget will be held September 23 at 5:15 p.m.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
