Palm Coast Fire Department Strengthens Inter-Agency Coordination in Countywide Drill

The Palm Coast Fire Department participated in a countywide multi-agency training exercise on Thursday, October 1, 2026, at the Flagler County Fairgrounds. The exercise, titled "Cornered and Critical," brought together more than 100 first responders and volunteer role-players to simulate an active assailant and mass casualty incident, focusing on inter-agency cooperation and response protocols.

The Palm Coast Fire Department participated in a countywide multi-agency training exercise on Thursday, October 1, 2026, at the Flagler County Fairgrounds. The exercise, titled "Cornered and Critical," brought together more than 100 first responders and volunteer role-players to simulate an active assailant and mass casualty incident, focusing on inter-agency cooperation and response protocols.

During the scenario, Palm Coast Fire Department personnel practiced integrated unified command alongside local law enforcement, and other responding fire departments. After Flagler County Sheriff’s Deputies secured the area, Palm Coast crews moved in to establish tactical medical operations. The responding Engine Company, including Lieutenant Brandon Davis, Driver Engineer Osvaldo Sene, and Firefighter Logan Jackson, coordinated operations alongside Battalion Chiefs Patrick Juliano and Gary Potter. Personnel focused on assessing simulated victims, performing triage and medical treatment onsite, and managing patient transport to local hospitals.

"Multi-agency training is critical for ensuring our team is well prepared for complex and rapidly evolving emergency scenes," said Battalion Chief David Faust, who was one of this year’s exercise evaluators. "Our ability to arrive on scene, coordinate directly with law enforcement and other fire rescue teams, and quickly stabilize and transport patients is the overarching goal when lives are on the line. This exercise proved that our joint capabilities are stronger than ever."

Organized by Flagler County Emergency Management, the exercise was designed to evaluate response capabilities, strengthen communications, and refine resource management across multiple jurisdictions. Palm Coast Fire Department operated in tandem with Flagler County Fire Rescue, the Flagler County Sheriff’s Office, the Flagler County Emergency Communications Center, the Bunnell Police Department, Flagler Beach Police and Fire departments, AdventHealth, and Flagler Volunteer Services.

By simulating these scenarios in a structured environment, the Palm Coast Fire Department continues to ensure its personnel maintain the coordination required to protect the residents of Palm Coast and Flagler County.
