Housing Rehabilitation Program
The City manages a federally funded Community Development Block Grant (CDBG) Housing Program to help eligible homeowners repair owner-occupied homes that do not meet minimum housing standards. The program focuses on improving safety and livability. Applications will be accepted starting November 1.

CDBG Housing Programs
The City of Palm Coast’s Community Development Block Grant (CDBG) Housing Programs are designed to help meet the housing needs of very low-, low-, and moderate-income households while strengthening neighborhoods citywide. These programs support the preservation and creation of affordable housing and help advance the City’s long-term housing goals outlined in the Comprehensive Plan.
Through CDBG funding, the City offers multiple housing assistance programs, including the Housing Rehabilitation Program, First-Time Homebuyers Program, and the Joint City–County SHIP Program. Together, these programs help improve housing conditions, promote stability for residents, and expand access to safe, affordable homes.
The city manages the HUD program known as the Community Development Block Grant (CDBG) to renovate homeowner occupied housing that need repairs to bring the home back up to minimum standards. Funding is on a first approved/ first funded base until funds are not available.
Applications are available at City offices and available online at https://www.palmcoast.gov/housing-programs/cdbg-form. Application submittal is via portal, email, or by appointment with our income qualifiers.
