Housing Rehabilitation Program

The City manages a federally funded Community Development Block Grant (CDBG) Housing Program to help eligible homeowners repair owner-occupied homes that do not meet minimum housing standards. The program focuses on improving safety and livability. Applications will be accepted starting November 1.


Program Process

Property Inspection Complete an inspection to identify required repairs

Contractor Bids Contractors bid on the approved scope of work

Deferred Mortgage Loan Forgivable after homeowner remains in the home for 10 years

Eligibility Requirements

Applicants must:

  • Own and occupy the home as their primary residence (generally for at least 1–2 years).
  • Meet HUD income limits, typically at or below 80% of Area Median Income (AMI). View HUD income limits ↗
  • Have a single-family home in need of repairs to address health, safety, or code violations.
  • Be current on property taxes and free of delinquent liens (mortgage status may be reviewed).
Mobile homes are ineligible.

Eligible Repairs

Funding may cover repairs that correct health, safety, and code issues, including:

Roof Repair or Replacement Electrical Upgrades Plumbing Upgrades HVAC Replacement Structural Repairs
Funding Availability
Funds are limited and typically awarded on a first-come, first-served basis.

The city manages the HUD program known as the Community Development Block Grant (CDBG) to renovate homeowner occupied housing that need repairs to bring the home back up to minimum standards.  Funding is on a first approved/ first funded base until funds are not available.

 

Applications are available at City offices and available online at https://www.palmcoast.gov/housing-programs/cdbg-form.   Application submittal is via portal, email, or by appointment with our income qualifiers.
