The City of Palm Coast's Wireless Master Plan is a strategic initiative aimed at enhancing wireless communication infrastructure to provide residents, businesses, and emergency services providers with improved connectivity.

About the Wireless Master Plan

On March 18th, 2025, City Council adopted an update to the City's Wireless Master Plan. This was the first major revision since the plan's initial adoption in 2018. The updated plan offers new locations for Wireless Communications Facilities that were identified after a review of the City's existing land assets.

By proactively addressing coverage gaps and improving network capacity, the plan aims to attract wireless carriers, simplify the approval process, and ensure Palm Coast remains at the forefront of modern telecommunications while maintaining the city's aesthetic and zoning standards.

The City remains committed to implementing the Wireless Master Plan and improving wireless service for residents, businesses, and visitors. The City's Information Technology Department continues to collaborate with industry partners to expand wireless infrastructure, aligning these efforts with Palm Coast’s vision for a connected and future-ready community, ensuring reliable wireless service that supports economic growth, public safety, and smart city initiatives.

The first Wireless Master Plan was adopted by City Council on January 16, 2018, to enhance wireless connectivity and support the growing demand for reliable mobile service. It was originally developed in partnership with Diamond Communications and identified sites location within ten coverage areas, prioritizing city-owned and publicly owned properties to streamline deployment.

What's the Advantage of Wireless Master Plan Properties?

Section 4.20 of the City's Land Development Code deals with Wireless Telecommunications, and defines a hierarchy of preferences for locations for Wireless Communications Facilities. Sites in the Wireless Master Plan occupy the highest sitting in that hierarchy, and have been pre-approved by City Council as a location for a Wireless Communications Facilities.

Sites that are in the Wireless Master Plan have a streamlined process, and will require the site plan and a building permit following Council approval of a ground lease. Locations that are not identified in the Wireless Master Plan will need to present an application for a Special Exemption from the Planning and Land Development Regulation Board.

Reliable cellular coverage is essential for staying connected in daily life, from work and education to navigation and accessing vital services. It enhances communication, supports businesses, and ensures seamless connectivity in an increasingly digital world. Additionally, strong coverage plays a crucial role in public safety, allowing emergency calls and alerts to reach people when they need them most. Recent data from Ookla, a global leader in network intelligence and connectivity insights, indicates that several areas within the city limits experience unreliable service. This doesn't mean there is no cellular coverage, but it does mean that calls may drop, and service can be intermittent in these locations. The maps to the right identify areas of reliable service. The top maps indicate reliable service in yellow. The bottom maps indicate unreliable service in orange and red.


Public Safety
Reliable cellular connectivity is essential for both emergency services and the public in Flagler County. First responders, including law enforcement, fire, and EMS, depend on strong networks for real-time communication, data sharing, and automatic vehicle location (AVL) systems, which help dispatch the closest unit and determine the fastest route. Due to unreliable coverage in Palm Coast, the fire department uses two cellular providers to ensure trucks operate on the strongest signal available. For residents, cellular service is crucial for contacting 911, with 87% of calls to Flagler County dispatch in the past three months coming from wireless connections. As more essential services rely on cell networks, the City will continue to advocate for improved coverage to support public safety and everyday connectivity.


If you're experiencing bad cellular coverage in your area, here's how you can report it and potentially get it improved:

1. Document the Issue

  • Keep track of where, when, and what type of issues you're encountering, such as dropped calls, slow data speeds, or lack of signal. Having this information ready will make it easier to report the problem.
2. Contact Your Carrier
  • The quickest way to report poor coverage is by calling your carrier’s customer service line. You can dial 611 from your mobile phone to reach customer service for most major carriers.
  • You can also report issues through online portals or apps provided by the carriers.
3. File a Complaint with the FCC
  • As a last resort, you can file a complaint with the Federal Communications Commission (FCC). Visit the FCC Complaint Center to submit your complaint.

Tower companies can request a site on the Master Plan by clicking on the link for the parcel number for that site and putting in their contact information. The City will contact you and begin the process of further analyzing the site selected to ensure its suitability for a Wireless Communications Facility. Upon confirmation, and after the terms of the ground lease have been agreed upon, the lease will be presented to City Council for approval. Only sites that are in an "Available" status can be requested.

Tower companies can also add their name to a wait list for sites in the "Requested" status. If an agreement can not be reached with the original company that requested the site, the next company on the wait list will be contacted.

If there is City property in the area you are looking to construct a Wireless Communications Facility, you can contact the City to request a review of the property by emailing dakins@palmcoastgov.com.  The City will review the request and notify you of its suitability.  If the request is granted, a special exception will need to be applied for from the Planning and Land Development Regulation Board.

The table below lists sites included in the City's Wireless Master Plan. A map of Wireless Master Plan Sites can also be viewed. Sites with a status of "Available" may be requested. A site can be requested through the online form, and will be prioritized in the order which they are received.
