The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

Resolutions

The following resolutions will be presented:

1. The Community Development Department will present a resolution for the Flagler Landings Technical Site Plan - Tier 3, Application #6587. The City Council will consider an updated plan for the approximately 38.8-acre Flagler Landing property, which now focuses on a 186,276-square-foot large-box retail anchor tenant and shared infrastructure and parking for the overall site. Future retail buildings, outparcels, and a fuel station will be submitted for separate approval in the future.
2. The Community Development Department will present a resolution approving Proportionate Share and Impact Fee Credit Agreement with Flagler Pines Properties for Improvements to SR-100. City Council will consider an agreement requiring Flagler Landing’s developer to provide approximately $4.1 million toward improvements to SR-100 to address the project’s impact on the roadway. The agreement also provides the developer with impact fee credits for eligible improvements.
3. The Community Development Department will present a resolution approving the Nuisance Abatement Final Assessment. City Council will consider the final assessment roll and resolution for the Nuisance Abatement Special Assessment, which funds the City’s efforts to address qualifying nuisance properties. The assessment is collected through the County Tax Collector’s annual property tax bill and affected property owners were notified of the upcoming public hearing.
4. The Finance Department will present a resolution approving the Fiscal Year 2026-27 Non-Ad Valorem Assessment Roll for the Old Kings Road Special Assessment District to be transmitted to the Flagler County Tax Collector. City Council will consider certifying the annual assessment for the Old Kings Road Special Assessment District, which helps fund the four-laning of Old Kings Road from Palm Coast Parkway to State Road 100. The assessment will be included on affected property owners’ 2026 property tax bills as part of the 30-year assessment approved in 2013.

Consent

The following items will be presented for consent:

1. Resolution approving Piggybacking the Omnia Partners Contract with NeoGov for the Purchase of the Learn and Perform Modules 
2. Resolution approving the Grant Agreement with Florida Inland Navigation District (FIND) for the 2026 Palm Coast Waterway Cleanup. 

Ordinances First Read

The following ordinances will be presented:

1. The Community Development Department will present an ordinance to approve Lakeview Estates Comprehensive Plan Amendment - Application #5576. City Council will consider a request to change the Future Land Use designation for approximately 20 acres of the former Grand Club Matanzas golf course from Greenbelt to Mixed Use, allowing the property to be developed for limited commercial uses. The proposed amendment includes limits on building height, traffic, and residential density, with a companion request to amend the development agreement; the Planning and Land Development Regulation Board recommended approval of the FLUM amendment but denial of the companion MPD amendment.
2. The Community Development Department will present an ordinance to approve Lakeview Estates MPD Amendment - Application #5575. City Council will consider changes to the Lakeview Estates development agreement that would allow the remaining 39 residential units to be developed on Tract 3, establish additional stormwater retention areas, and provide land for a future City park. The amendment also includes provisions for approximately 20 acres of limited commercial development along US 1, view protection and screening changes, and recreational vehicle garages on qualifying residential lots; the PLDRB recommended denial of the amendment.
3. The Community Development Department will present an ordinance to approve a Future Land Use Map (FLUM) Amendment For 331.1+/- Acres to increase the maximum number of dwelling units from 416 to 743 and amending the residential and conservation areas in the subject area. City Council will consider a Future Land Use Map amendment for the Seminole Trace Planning Area that would increase the maximum permitted residential units from 416 to 743 and rearrange residential and conservation areas within the development. Staff’s review found that the proposed FLUM designations are generally consistent with the surrounding properties.
4. The Community Development Department will present an ordinance to approve a zoning map amendment for 331+/- acre area to be referred to as Seminole Trace from Single Family Residential-1 (SFR-1) and Preservation (PRS) to Master Planned Development (MPD) with a Development Agreement. City Council will consider a companion zoning amendment for Seminole Trace that would allow single-family attached townhomes in addition to detached homes and establish development standards for the community. The proposal includes several requested deviations from the Land Development Code, including reduced open space and smaller townhouses; staff has identified concerns with some of the proposed standards and recommends a minimum 20-foot townhome lot width.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting.
