City Council Business Meeting on Tuesday, September 15, 2026, at 9:00 a.m.

The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Business Meeting on Tuesday, September 15, 2026, at 9:00 a.m. will be as follows:

Proclamation

The following proclamation will be presented:

1. The City Council will proclaim September 15, 2026, to October 15, 2026, as Hispanic Heritage Month.
2. The City Council will proclaim September 21-25, 2026, as Stormwater Awareness Week.
3. The City Council will proclaim the month of September as Neonatal Intensive Care Awareness Month.
4. The City Council will proclaim the month of September as “Raise the Pink Flag with the Pink Army” month in support of breast cancer awareness.
5. The Southern Group will present an overview of the 2026 legislative session and will describe key legislation that will affect local governments and residents of Palm Coast.

The following minutes will be confirmed:

1. September 1, 2026, Business Meeting

3. September 9, 2026, Budget Hearing

Consent

The following items will be presented for consent:

1. The Community Development Department will present a resolution approving a $100,000 grant agreement to assist development of 7.5 acre industrial site. The project includes constructing two industrial buildings that will expand the city's limited supply of manufacturing space, promote job creation, and diversify the local ad valorem tax base.
2. The Community Development Department will present a resolution approving the second amendment to the interlocal agreement for public school facility planning. This item will provide flexibility for scheduling the required meetings for the Working Group (staff) and Oversight Committee (appointed elected officials) to discuss and review the Tentative Educational Facilities Plan (TEFP) as required by the ILA. 
3. The Finance Department will present a resolution approving piggybacking the Lake County contract with Alfred & Benesch Company, Inc., for public safety consulting services. This item utilizes a piggyback contract, allowing the City to adopt competitively solicited agreements established by other governmental entities.
4. The Utility Department will present a resolution approving a work order with Jacobs Engineering Group, Inc., for potable water, wastewater, and reclaimed water hydraulic modeling services. The proposed work will update, develop, and validate the City's potable water, wastewater, and reclaimed water hydraulic models.
5. The Information Technology Department will present a resolution approving piggybacking the TIPS contract with ClearGov for software services. Finance staff evaluated platforms designed to assist local governments with developing, publishing, and presenting their annual budget documents and selected ClearGov as the preferred solution.
6. The Community Development Department will present a resolution sunsetting the Beautification and Environmental Advisory Committee. Staff recommends approval of sunsetting of the BEAC and consolidating its advisory purview into the Parks and Recreation Advisory Board. 

Appointments

The following appointments will be made:

1. The City Council will appoint one (1) member to the Affordable Housing Advisory Committee.
2. The City Council will appoint members to the Planning and Land Development Regulation Board.
3. The City Council will appoint members to the Code Enforcement Board.

Ordinances First Read

The following ordinances will be presented:

1. The Community Development Department will present an ordinance amending the unified Land Development Code. City Council heard this item at the September 8, 2026, Workshop Meeting and requested changes that are attached to this item.
2. The City Attorney will present an ordinance prohibiting the transfer of the City of Palm Coast Fire Rescue Department. City Council directed the City Attorney to draft an ordinance prohibiting the transfer of the City of Palm Coast Fire Rescue Department which is attached to this item for consideration and direction.
3. The City Attorney will present an ordinance prohibiting direct potable reuse. City Council reviewed the item at their September 8, Workshop Meeting. There were no changes made to the item.
4. The Community Development Department will present an ordinance to amend the Future Land Use Map designation for approximately 20 acres of the former Grand Club Matanzas Golf Course from Greenbelt to Mixed Use. 
5. The Community Development Department will present an ordinance to amend the Lakeview Estates Master Planned Development Agreement, including provisions for commercial development, residential lots, stormwater ponds, a future City park, and enhanced view protections.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Please note that proclamations are not scheduled for this specific meeting. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting.
