The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The agenda for the City Council Workshop Meeting on Tuesday, July 14, 2026, at 9:00 a.m. will be as follows:

Presentations

The following presentations will be made:

  1. The Finance Department will present the proposed Fiscal Year 2027 General Fund, IT Operations, and Facilities Budget and Truth in Millage (TRIM) Rate Options.
  2. The Stormwater and Engineering Department will make a presentation for approval to utilized unused, pre-approved funds for the construction of additional parking at the Southern Recreation Center.
  3. The Community Development Department will present a resolution to approve the Nuisance Abatement Initial Assessment. In 2010, the City adopted an ordinance allowing nuisance abatement costs to be added to a property’s annual tax bill, enabling the City to address and clean up properties considered public nuisances. A related resolution later established the standard method for collecting these non‑ad valorem assessments. Each year, City Council must approve both a preliminary and a final assessment roll before September 15.
  4. The Community Development Department will present a resolution to approve the Community Development Block Grant (CDBG) Federal Fiscal Year (FFY) 2026 (FY 2026/27) Annual Action Plan. The Community Development Block Grant (CDBG) Program provides federal funding to help communities with housing and development needs. To use CDBG funds, projects must benefit low‑ to moderate‑income residents, reduce blight, or address urgent needs. Because Palm Coast is an “entitlement community,” it receives a yearly allocation from the Department of Housing and Urban Development (HUD). Historically, Palm Coast has used these funds for home repairs, first‑time homebuyer assistance, public services, infrastructure projects like multi‑use paths, and general program administration. To receive CDBG funds, the City must complete a long‑term Consolidated Plan, a Strategic Plan, and an Annual Action Plan that outlines how funds will be used. For FFY 2026, the proposed allocation for the city of Palm Coast would be $481,889. The City plans to spend it on home repair assistance, first‑time homebuyer support, grants for public service providers, and required program administration.
  5. The Community Development Department will make a presentation of recommended updates to the Community Development Block Grant (CDBG) program made by the Citizens Advisory Task Force (CATF) and City Council.

Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances. In addition to City Council meetings and workshops, residents are encouraged to participate in a variety of public meetings, including advisory boards, committees, and special sessions, taking place over the next week. Attending in person, tuning in live on the City’s YouTube channel, or reviewing meeting materials online are all great ways to stay informed and engaged in local government.
