Public Lands for Affordable Housing

Public Land is defined as “land that is not currently needed to support the existing use but cannot be separated from the property and sold off for another use. Surplus land does not have an independent highest and best use and may or may not contribute value to the improved parcel”.


Affordable Housing Property Inventory
City of Palm Coast

In accordance with Florida Statutes 166.0451, the City of Palm Coast prepares and maintains an inventory of all City-owned real property held in fee simple that may be appropriate for affordable housing.

This inventory is reviewed and updated every three (3) years, with the most recent update completed following the October 1, 2023 statutory deadline.

This process ensures that publicly owned land is evaluated strategically to expand housing opportunities for low- and moderate-income households within the community.


How Inventory Properties May Be Used
Once a property is included on the City’s Affordable Housing Inventory, it may be used in one or more of the following ways:

  • Long-Term Land Lease – Leasing property for the development and continued maintenance of affordable housing
  • Donation to Nonprofit Partners – Conveying property to qualified nonprofit housing organizations for the construction of affordable units
  • Sale with Affordability Restrictions – Selling property with deed restrictions requiring permanent affordable housing development
  • Reinvestment of Proceeds – Selling property and dedicating proceeds toward acquiring additional land or strengthening local housing programs

Supporting Local Housing Initiatives
The City of Palm Coast aligns these statutory requirements with local housing efforts, including programs funded through:

  • Community Development Block Grant (CDBG)
  • State Housing Initiatives Partnership (SHIP)
  • Other affordable housing and resiliency initiatives

By leveraging public land responsibly, the City advances its commitment to expanding safe, decent, and affordable housing opportunities while strengthening neighborhood stability.

Live Local Act
The Live Local Act is a statewide housing initiative designed to increase the supply of affordable and attainable housing for Florida residents. The law provides recurring funding and regulatory incentives to support housing for very low-, low-, and moderate-income households.

The Act strengthens Florida’s housing strategy by:

  • Expanding funding for affordable housing programs
  • Supporting multifamily residential development
  • Promoting homeownership opportunities
  • Encouraging innovative housing solutions across diverse markets

Implementation is supported by the Florida Housing Finance Corporation, which administers programs and funding at the state level.
