Citation Boulevard Extension
The goal of this project is to connect Belle Terre Boulevard and Seminole Woods Boulevard.
The City of Palm Coast is proud to announce the official opening of the Seminole Palms Citation Boulevard Extension, a vital east-west connector that enhances mobility and connectivity for residents and businesses. Opened on Tuesday, February 4, this project is a successful collaboration between the City and Kolter Group, demonstrating the impact of public-private partnerships in community development.
The Florida Planning and Zoning Association (FPZA) recognized this partnership by awarding the project the 2024 “Outstanding Private and Public Partnership” honor.
The Citation Boulevard Extension was part of the City’s long-term transportation plan, which identified the need for a direct connection between Belle Terre Boulevard and Seminole Woods Boulevard. When Kolter Group began planning the Seminole Palms residential community in late 2021, the City saw an opportunity to align infrastructure improvements with private development. Through collaboration, Kolter agreed to provide land for right-of-way, stormwater ponds, and floodplain compensation while also constructing the road in exchange for City-owned land and site-specific transportation impact fees.
“This project is a great example of how strategic partnerships can create meaningful infrastructure solutions,” said Ray Tyner, Deputy Chief Development Officer. “By working together with Kolter Group, we have delivered a roadway that not only improves connectivity but also supports public safety in Palm Coast.”
In addition to enhancing transportation, the Citation Boulevard Extension has helped optimize emergency response services. A 2020 fire station location study indicated that two new fire stations would be required to maintain the current level of service—one near the southern end of Belle Terre Boulevard and one in Seminole Woods. However, with Citation Boulevard now providing a direct connection, Fire Station 26, currently under construction in Seminole Woods, will effectively serve both areas, eliminating the need for an additional station and saving taxpayer dollars.
Palm Coast Fire Chief Kyle Berryhill stated, “Our mission is not only to protect our citizens through public safety but also to spend public funds wisely. This roadway allows us to maintain our level of service through a one-time investment instead of building and maintaining an additional fire station in our community.”
The $4.5 million Citation Boulevard Extension was funded by road impact fees. The developer of Seminole Palms constructed the road along with essential utilities, including a reclaimed wastewater main that connects to a new system extending west to Belle Terre Boulevard. This will provide a reclaimed water service loop and better connections to Flagler Village and Citation Estates. The project will also include sidewalks and street lighting to ensure safe and accessible travel.
The Seminole Palms Citation Boulevard Extension highlights the City’s commitment to long-term infrastructure planning. This new east-west connector not only meets the growing transportation needs of Palm Coast but also supports responsible development and improved emergency response services.
The rapid progress of this project—from planning to construction in under two years—demonstrates the success of this public-private partnership and the City’s dedication to proactive infrastructure improvements that enhance the community.

The effectiveness of this collaborative effort between private and public partnership produced an active project that in less than 2 years, the development is under construction demonstrating the effectiveness of this collective and collaborative efforts.

2023-2024 Street Resurfacing
The goal of this project is to ensure a high-quality roadway system while using the City's maintenance funds wisely. In 2017, Transmap was hired to assess the City's road network. The selection of roadways for milling and resurfacing in this contract was based on the lowest pavement condition index (PCI) levels identified through the Transmap digital survey, as well as consideration of future roadway projects. The aim is to restore 32 lane miles of arterial roadways to excellent condition across the city. Please note that this project is subject to change based on projected budgets.

Beginning Monday, February 24, the City of Palm Coast’s micro-surfacing contractor will begin crack sealing on multiple roadways as part of an upcoming pavement preservation project. This is a temporary step in the process, not the final road surface.
During this phase, the contractor will clean and fill larger existing cracks in the roadway. Once the material has fully cured, crews will return in April to complete the micro-surfacing application on the entire roadway.
The crack sealing operation will be mobile, causing minimal inconvenience to residents. Work will take place throughout the week between 7:00 a.m. and 6:00 p.m.
The following roads will receive micro-surfacing and may need crack sealing:
Ballard Lane, Ballenger Lane, Baltimore Lane, Barbera Lane, Barkley Lane, Barkwood Lane, Bassett Lane, Carr Lane, Cerrudo Lane, Collins Lane, Eastgate Lane, Eastman Lane, Eastmoor Lane, Fairbank Lane, Faircastle Lane, Fairmont Lane, Lancaster Lane, Lansdowne Lane, Louisburg Lane, Louvet Lane, Post Lane, Post Oak Lane, Post Tree Lane, Postman Lane, Rosecroft Lane, Rosepetal Lane, Royal Leaf Lane, Royal Palm Lane, Royal Tern Lane, Wood Center Lane, Wood Clift Lane, and Wood Crest Lane.
Residents are encouraged to drive with caution in work zones and plan for minor delays. The City of Palm Coast appreciates the community’s patience and cooperation as we work to maintain and enhance roadway conditions.

City of Palm Coast Invests in High-Performance Micro Surfacing for Over 30 Roadways
The Palm Coast City Council is continuing its commitment to infrastructure maintenance by investing in High-Performance Micro Surfacing for over 30 residential roadways this year. This proactive approach extends pavement life, enhances road durability, and improves the overall appearance of the city's streets.
High-Performance Micro Surfacing involves the application of granite aggregate and polymerized asphalt emulsion, creating a protective layer that shields the underlying asphalt. This method increases the longevity of road surfaces while enhancing their aesthetic appeal, offering a smoother and stronger finish.
The selection of roadways for micro-surfacing was based on a data-driven approach. Only local residential roads were considered, while cul-de-sacs and collector roads were excluded due to the treatment’s suitability and higher traffic volumes. Roads were selected with a Pavement Condition Index (PCI) rating between 73 and 80, to ensure preventative maintenance is applied before significant degradation occurs. To optimize planning, operations, and budget considerations, roads within the same neighborhood and exhibiting similar conditions were grouped together. Efforts were also made to ensure a fair geographic distribution, incorporating roadways from various neighborhoods across the city.
The roads scheduled to receive High-Performance Micro Surfacing are as follows: Ballard Lane, Ballenger Lane, Baltimore Lane, Barbera Lane, Barkley Lane, Barkwood Lane, Bassett Lane, Carr Lane, Cerrudo Lane, Collins Lane, Eastgate Lane, Eastman Lane, Eastmoor Lane, Fairbank Lane, Faircastle Lane, Fairmont Lane, Lancaster Lane, Lansdowne Lane, Louisburg Lane, Louvet Lane, Post Lane, Post Oak Lane, Post Tree Lane, Postman Lane, Rosecroft Lane, Rosepetal Lane, Royal Leaf Lane, Royal Palm Lane, Royal Tern Lane, Wood Center Lane, Wood Clift Lane, and Wood Crest Lane.

Rymfire Drive Project Completed
Despite some minimal delays and complications in the wake of Hurricane Milton, crews were able to complete this project and complete a large portion of the work overnight to help mitigate potential traffic issues.


Rymfire Drive Milling and Resurfacing
With milling and resurfacing of the entirety of Pine Lakes Pkwy now complete, crews started work late last week on milling and resurfacing of Rymfire Drive. Crews will be on the road over the next several weeks and motorists can expect minimal delays while work is underway. Once completed, milling and resurfacing will commence on Royal Palms Pkwy.


Microsurfacing efforts have been completed along the following streets throughout the month of May. These efforts were completed to assure quality is maintained along these roadways.
Fairhill Lane, Fairchild Lane, and Barley Lane, Bannbury Lane and Banner Lane, Woodward Lane, Woodworth Lane, Woodholme Lane, Woodhollow Lane, Rivera Lane, Ranshire Lane, Riviere Lane, Ranwood Lane, Riverina Lane, Ranch Way, Porpoise Lane, Porwyn Lane, Pillary Lane, Pilgrim Drive, Pleasant Lane, Plumtree Place, Plateau Place, Plateau Lane, Pillar Lane and Plainview Drive
Similar microsurfacing efforts may take place at other locations in the future on as needed basis.

Florida Park Drive Resurfacing Project
The City of Palm Coast will resurface a section of Florida Park Drive on Wednesday, March 5, 2025, to restore the roadway following the installation of a sewer force main. The work will take place on the southbound travel lane from Forest Hill Drive to Palm Harbor Parkway.
The City of Palm Coast is pleased to announce that the paving project on Florida Park Drive has been successfully completed, and the roadway is now fully open to normal traffic.
This resurfacing work was the final step in restoring the roadway following the installation of a sewer force main. The project ensures a long-term solution for road durability and improved drivability.
We appreciate the community’s patience and cooperation during this important infrastructure improvement. Motorists may now resume normal travel in the area.
